Pune: Fresh Guidelines Issued After Stamp Duty Irregularities in Mundhwa Deal

Pune, 11th November 2025: Following the recent revelations of irregularities in stamp duty payment during the registration of approximately 40 acres of government land in Mundhwa, the Inspector General of Registration has issued fresh directives to tighten scrutiny of such transactions.

In a circular issued on November 10, Joint Inspector General of Registration Rajendra Muthe directed that all documents granted stamp duty exemption must be thoroughly checked every month.

According to reports, in the Mundhwa land case, the buyer allegedly claimed exemption from stamp duty by providing false information. Once the irregularity came to light, the Department of Registration and Stamps decided to take strict measures to prevent such misuse in the future.

As per the new directive, sub-registrars are required to send copies of all stamp duty exemption documents to the district stamp officer by the 5th of every month. The officers must then verify them by the 10th.

In the Mundhwa case, officials detected discrepancies in the registration process, leading to a significant loss of government revenue. A special committee has been formed to investigate the matter.

The department stated that the new rules aim to prevent misuse of government concessions and ensure proper collection of stamp duty. It also warned that action would be taken against officials or parties found involved in any irregularities.
