Pune University Bars Admissions for Colleges Without 50% Faculty Strength from 2026–27
Pune, 16th February 2026: In a move aimed at strengthening academic standards, Savitribai Phule Pune University (SPPU) has made it compulsory for all affiliated colleges to fill at least 50 percent of their sanctioned teaching posts. Institutions that fail to comply by March 31, 2026, will not be permitted to admit first-year students for the 2026–27 academic year.
The decision was approved at the University Council meeting held on January 24, 2026. The university has directed colleges to ensure that at least half of their approved faculty positions are filled with regularly appointed and university-approved teachers.
The action follows provisions under Section 108(1)(c) of the Maharashtra Public Universities Act, which mandates that affiliated colleges maintain adequate infrastructure and qualified teaching staff. University officials noted that several institutions were functioning with a significant shortage of faculty members, prompting the directive.
In accordance with norms prescribed by the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the state government, colleges are required to maintain the sanctioned faculty strength. The 50 percent requirement covers both permanent and duly approved ad-hoc teachers.
A circular has been issued to all affiliated colleges by the Deputy Registrar, outlining the directive. The university has stated that if a college’s faculty strength is found to be below 50 percent after the deadline, approval for new first-year divisions for the 2026–27 academic year will be withheld.
University officials said the measure is intended to safeguard students’ interests. Concerns have been raised over some private colleges charging substantial fees despite lacking adequate teaching staff. With the March 31 deadline approaching, compliance levels across affiliated institutions are expected to come under scrutiny.
The enforcement is likely to increase accountability and improve the overall quality of higher education within the university’s jurisdiction.
