PMC Cracks Down on Bogus Bills, Restricts Purchases and Tenders Before Financial Year-End

Pune, 27th February 2026: In a move aimed at curbing irregularities in procurement and development-related billing, the Pune Municipal Corporation (PMC) has imposed strict restrictions on purchases and tender approvals towards the end of the financial year.

Municipal Commissioner Naval Kishore Ram has ordered that no purchase proposals—except for medicines—will be approved after February 15, 2026. Additionally, no new tenders or work orders for development projects are to be issued after March 1, 2026. The decision is intended to prevent inflated, unnecessary, or bogus bills that are typically submitted in a rush before the financial year ends on March 31.

According to PMC officials, budgetary provisions lapse at the end of March, often leading to last-minute spending on avoidable works and procurement. In several cases, bills are reportedly generated even for works that have not been executed. To put a stop to such practices, the commissioner has issued a series of preventive instructions in line with state government guidelines.

Under the new orders, approvals will not be granted after February 15 for purchases related to furniture repairs, routine workshops, seminars, or hiring office premises. Procurement of medicines, however, has been exempted, keeping public health needs in mind.

The commissioner has also set March 15 as the final deadline for submitting bills related to development works completed during the current financial year to the central accounts and audit department. Furthermore, all departments and ward offices have been directed not to invite tenders or issue work orders for any projects after March 1, 2026.

Mandatory NOCs before road works
In another key directive, the PMC has made it compulsory for the road department—both at the head office and ward levels—to obtain no-objection certificates from the water supply, drainage, and stormwater departments before starting any new work. Ward offices have also been instructed to secure mandatory NOCs from the main department before commencing works related to roads, footpaths, or sewerage.
