Land Survey Reforms: Maharashtra Govt Allows Private Agencies for Faster Land Measurement
Pune, 30th March 2026: In a bid to ensure faster, accurate and transparent disposal of land measurement cases, the Maharashtra government has decided to appoint trained and licensed private surveyors and agencies in every district.
The decision was announced by Revenue Minister Chandrashekhar Bawankule after a meeting with Chief Minister Devendra Fadnavis. The move comes in response to the rising number of applications and a shortage of government manpower, which has led to delays in land measurement work handled by the Land Records Department.
Under the new system, technically qualified private agencies will be empanelled at the district level to carry out land surveys and help reduce the backlog of pending cases.
To ensure quality and consistency, all surveyors will be required to use the ‘e-Mojani 2.0’ software. Each surveyor will be required to complete at least 20 cases per month. After completion, survey maps and related documents will be uploaded online and will be subject to final approval by the Deputy Superintendent of Land Records.
Selected candidates will undergo a two-week training programme conducted by the department, followed by an assessment. Those who qualify will be issued a licence valid for two years by the Land Records Training Academy in Chhatrapati Sambhajinagar.
A fixed schedule will be prepared for each case, and land measurement and boundary demarcation will be carried out accordingly. Prior notices will be issued to the concerned parties. In cases where required documents are unavailable, officials will prepare a panchnama report.
The government has also clarified that any involvement in corruption or misconduct will lead to cancellation of the licence.
To oversee implementation, a district-level committee headed by the District Collector has been formed. It will include representatives from the National Informatics Centre (NIC), ITI principals and officials from the Land Records Department.
The eligibility criteria include an ITI certification in surveying, a diploma or degree in civil engineering, or a degree in geoinformatics. Retired survey staff with at least 10 years of service will also be eligible to work up to the age of 65.
Officials said delays in land measurement often stall infrastructure projects and business activities. The new policy is expected to speed up the process, reduce public inconvenience and support economic development in the state.
