Pune RMC Plants Halt Operations Temporarily from April 15

Pune, 15th April 2026: The Pune RMC Association has announced a temporary and structured operational pause across all ready-mix concrete (RMC) plants in the city, effective from midnight of April 15, 2026. During this period, manufacturing and dispatch of RMC from member plants will remain suspended for a few days as part of an industry-wide initiative aimed at strengthening compliance and operational standards.

Ready-mix concrete is a key component of modern infrastructure, supporting projects such as metro systems, bridges, highways, industrial corridors and housing developments. Globally, concrete is the second most widely used material after water, underscoring the importance of the sector. The association stated that the absence of a coordinated regulatory framework has begun to impact project timelines, cost stability and supply predictability in the construction sector.

The industry is currently facing multiple challenges, including the need for approvals from various departments, evolving compliance requirements, traffic restrictions affecting time-bound deliveries, and rising input and operational costs. According to the association, the concern is not with regulation itself but with the lack of coordination, clarity and uniform implementation.

Over the past nine months, the association has held discussions with several authorities, including the District Collector’s office, the Police Commissionerate, the Maharashtra Pollution Control Board (MPCB), the Pune Municipal Corporation (PMC), the Pimpri Chinchwad Municipal Corporation (PCMC), and the Pune Metropolitan Region Development Authority (PMRDA). These engagements were conducted through formal representations and consultation meetings to seek clarity on a unified regulatory framework for RMC operations. However, a consolidated policy direction is still awaited.

“After nine months of continuous engagement with multiple authorities, the industry is still awaiting a clear and unified policy framework. This temporary pause is a responsible step towards strengthening compliance, safety and operational standards across all RMC plants,” said Pradip Popatrao Walhekar, President, Pune RMC Association.

The association clarified that the temporary halt is not a strike but a planned step towards improving operational standards across RMC plants. During the pause, member units will undertake internal compliance audits, transit mixer safety inspections, dust-control upgrades, workforce safety training, documentation standardisation, and alignment of standard operating procedures with regulatory expectations.

In addition, the association plans to introduce a Quality and Safety Certification Framework for member plants. The initiative aims to enhance transparency and enable authorities, developers and infrastructure agencies to identify facilities that meet defined operational benchmarks.

The association has also urged the state government to consider measures such as a single-window clearance system for RMC plants, a uniform Maharashtra RMC policy framework, scientific traffic time-slotting for transit mixers, practical environmental compliance guidelines, and clear classification of temporary and permanent batching plants.

It has appealed to developers, contractors, infrastructure agencies and public bodies to procure concrete from certified RMC plants to ensure improved construction quality, safer operations, reduced environmental impact and greater regulatory transparency.
