Pune: Maharashtra Government Orders High-Level Probe into Fatal Moshi Waste-to-Energy Plant Landslide; PCMC Issues Ultimatum to Antony Lara Renewable Energy

Pimpri-Chinchwad, 13th July 2026: The Maharashtra Government’s Urban Development Department (UDD) has constituted a high-level technical inquiry committee to conduct an in-depth investigation into the catastrophic landslide at the Moshi garbage depot on July 8, 2026, which claimed the lives of nine contract workers.
Simultaneously, Pimpri Chinchwad Municipal Corporation (PCMC) Commissioner Dr. Vijay Suryawanshi has issued a stern show-cause notice to the project contractor, Antony Lara Renewable Energy Pvt. Ltd. The notice accuses the operator of gross, unpardonable negligence, safety protocol violations, and unauthorized building expansion, warning of contract termination, forfeiture of bank guarantees, and criminal prosecution.
The Disaster at Moshi Garbage Depot
On July 8, 2026, at approximately 1:30 PM, following several days of torrential rainfall in Pune and the surrounding Pimpri-Chinchwad areas, a massive mound of legacy solid waste caved in. The garbage heap, estimated to be 25 to 30 meters high and containing over 1 million cubic meters of waste, slid down like a landslide and crashed into the adjacent three-storey administrative building of the Waste-to-Energy (WTE) project.
The collapse trapped 23 people. While five managed to escape immediately on their own, a massive 83-hour multi-agency rescue operation involving the National Disaster Response Force (NDRF), the Indian Army, fire brigades, and local police succeeded in pulling out nine survivors alive. Nine contract workers lost their lives, pinned beneath heavy concrete slabs and tonnes of waste. Preliminary post-mortem findings indicate the victims died due to traumatic internal bleeding and multiple fractures rather than suffocation.
The deceased victims have been identified as Bhavesh Vani (33), Akshay Sawant (35), Sunil Korke (40), Sunny Mane (39), Mahesh Kumbhar (33), Nagesh Gaikwad (26), Ranjeet Patil (22), and Rahul Gaikwad (23). The final victim, Vaman Kasbe (50), was recovered by rescue teams early Sunday morning on July 12.
High-Level Technical Inquiry Committee Constituted
Through Government Resolution (GR), dated July 13, 2026, the Government of Maharashtra has officially appointed a six-member high-level technical inquiry committee to conduct an objective, thorough, and technical investigation into the tragedy.
The committee is headed by Sheetal Teli-Ugale (IAS), the Divisional Commissioner of Pune Division, who will serve as the Chairperson. Other members include Vikrant Bagade, Additional Commissioner-3 of the Pimpri Chinchwad Municipal Corporation, and a nominated Regional Officer from the Maharashtra Pollution Control Board (MPCB), Pune.
To ensure expert technical analysis, the committee also features Prof. D. N. Singh, a professor from the Department of Geotechnical and Structural Engineering at IIT Bombay (Powai), and Prof. Anilkumar Dixit, a distinguished expert in Environment and Solid Waste Management. Serving as the Member Secretary is the Assistant Commissioner (Disaster Management) of the Pimpri Chinchwad Municipal Corporation.
Mandate and Scope of Work
The state-appointed committee is authorized to investigate the incident from all technical and administrative angles. First, they will perform a Root Cause Analysis to determine the immediate and long-term technical causes of the sanitary landfill (SLF) slide. Second, they will conduct a thorough Geotechnical and Meteorological Assessment to study groundwater levels, soil-bearing capacity, drainage, and weather conditions.
Third, the committee will perform a Safety Compliance Check to verify if the height, slope, and storage procedures of the landfill adhered to the Solid Waste Management Rules (2016), CPHEEO guidelines, and CPCB/MPCB norms. Fourth, they will inspect the structural design, stability, and location of the collapsed administrative building. Fifth, a Pre-incident Warning Audit will be carried out to review whether officials, contractors, or project consultants ignored prior warning signs, complaints, emails, or WhatsApp messages about land sinking or instability.
Finally, the committee will pinpoint the liability of negligent officials, contractors, Project Management Consultants (PMC), and advisors, while formulating short-term and long-term action plans for slope stability, risk assessment, stormwater management, and early warning systems. The committee has been instructed to submit a preliminary report within 1 month and its final inquiry report with recommendations within 2 months.
PCMC Demands Accountability: Contractor Served Show-Cause Notice
The local administration has moved swiftly against the plant operator, Antony Lara Renewable Energy Pvt. Ltd. The official show-cause notice issued by PCMC Commissioner Dr. Vijay Suryawanshi raises critical legal and structural questions, revealing that the collapsed administrative building was largely unauthorized.
Official records reveal that building permission and the Completion Certificate were granted only for the Ground Floor. Despite this, the contractor illegally constructed two additional floors (first and second floors) without obtaining authorized municipal sanctions. Furthermore, the building was constructed dangerously close to the massive, unstable landfill slope, ignoring basic safety clearances and geotechnical risks. The operator also reportedly failed to act on employee complaints, land-sinking indicators, and gas-buildup warnings before the fatal collapse.
The contractor has been ordered to present a detailed, written explanation by Tuesday, July 15, 2026, before 5:00 PM. If the company fails to respond or submits an unsatisfactory reply, PCMC will initiate immediate termination of the Waste-to-Energy contract, forfeiture of all bank guarantees deposited by the company, and registration of an FIR for criminal negligence under the Bharatiya Nyaya Sanhita (BNS).
Compensation and Financial Aid
In the wake of the tragedy, both the municipal corporation and the parent firm of the operator have committed to financial relief packages:
Commissioner Suryawanshi has directed the immediate release of ₹10 lakh in financial assistance from the Pimpri Chinchwad Municipal Corporation to the families of each of the nine deceased victims.
Additionally, Mahendra Ananthula, Group President of the Antony Waste Group, announced a separate compensation of ₹25 lakh per deceased family (to be disbursed via group insurance), along with full-time employment for one family member and funding for the complete educational expenses of the victims’ minor children.
