CM Devendra Fadnavis Orders Inquiry, Suspends Rs 750-Crore TDR Proposal for Janata Vasahat Land in Pune
Pune, 30th October 2025: The Maharashtra government has ordered an inquiry and suspended the controversial proposal to grant Transferable Development Rights (TDR) worth ₹750 crore for the land of Janata Vasahat slum at the foothills in Pune. Chief Minister Devendra Fadnavis took cognizance of the alleged irregularities in the proposal on Wednesday and directed the Housing Department to conduct a detailed probe.
The decision came after Minister of State Madhuri Misal wrote to the Chief Minister highlighting discrepancies in the compensation process for taking over the Janata Vasahat land under the Slum Rehabilitation Authority (SRA) scheme. Acting on her letter, Fadnavis has appointed the Additional Chief Secretary of the Housing Department to conduct the inquiry and has stayed all proceedings related to the proposal.
The SRA Authority had earlier proposed to grant one-time TDR to a private landowner in exchange for handing over over 40 acres of slum land to the government. The valuation of the proposed TDR—pegged at ₹750 crore—triggered controversy and prompted complaints to the state government and SRA officials.
Sources revealed that several errors and discrepancies were overlooked during the approval process. The Registration and Stamp Duty Department later re-evaluated the land, determining that the actual market rate was ₹5,750 per square meter, valuing the land at around ₹109 crore—far lower than the amount used in the original TDR proposal.
According to officials, before the city’s development plan was finalized, the land was recorded under survey number 105, with a ready reckoner rate of ₹5,500 per square meter. In the draft development plan, it was temporarily marked as Final Plot No. 661 with a rate of ₹39,650 per square meter. However, in the final development plan, the plots were renumbered as 519, 521A, and 521B, which were not reflected in this year’s ready reckoner. Based on the earlier rate, the authority proceeded to initiate the TDR issuance worth ₹750 crore.
Minister of State Madhuri Misal confirmed the Chief Minister’s action, stating, “As an MLA, I had written to the Chief Minister regarding the TDR being given to a private developer for the redevelopment of the Janata Vasahat slum in Parvati constituency. Acting on that letter, the Chief Minister has appointed the Additional Chief Secretary of the Housing Department to conduct an inquiry and has stayed the entire matter.”
