Conference of Accounts Officers Garrison Engineers and IDAS Officers Held At PCDA (SC) Pune

Pune, 30th July 2023: Conference of all Accounts Officers Garrison Engineers and IDAS Officers of the Office of PCDA (SC), Pune was organized in the office of Principal Controller of Defence Accounts (Southern Command), Pune on 25th July. Dr Rajeev Chavan, IDAS, ndc, PCDA (SC), Pune chaired the meeting. 51 AOGEs across Maharashtra, Gujarat, Rajasthan and Goa attended the meeting Online as well as Offline.

 Swapnil Hanmane, IDAS, Sr ACDA welcomed the Chairman, Dr. Rajeev Chavan, IDAS, ndc, Principal Controller of Defence Accounts (Southern Command) Pune. In the meeting the Agenda included 25 items, amongst which in-depth discussions were held on implementation of New Payment & Compilation Portal, Standalone Utility and Integrated Financial System in Military Engineering Services (MES).

During the Conference, at the very outset PCDA (SC) Pune congratulated all AOGEs for the initiation of Payment through internet via Standalone Utility (17) in absence of WAN Connectivity (34). PCDA (SC) Pune briefed about the new role of Integrated Financial Advisor as well as growing responsibility that have fallen on shoulders of AOGEs now.         

He also insisted to make all the third party payments through the Payment & Compilation Portal in a faceless manner to have probity, transparency as well as accountability of third party payment. The Practical insights were also given on the working of Integrated Financial Advice System along with theoretical input. He addressed the quires raised by Officers on the Integrated Financial Advice System in Military Engineer Services. He also advised that the Standard Operating Procedure provisions should be fully complied, both in words & spirit and Case Studies need to be constructed for application. He also assured that case study and technology based training on Integrated Financial Advice System will be organized soon in-house by PCDA through Training Cell for all concerned AOGEs. 

Pr.CDA (SC) Pune has also sought year wise analysis of provisional payments & emphasized need to regularize it. It is also directed by Pr.CDA (SC) Pune to write monthly D.O. letter to Main Office to improve the communication on substantive issues of significance & values. He focused that all procurement should be done through Government e-Marketplace (GeM) only unless there are compelling reasons for resorting through open market Source & GeM has given Non-Availability Certificate (NAC). 

He stressed the need to conduct performance audit, which is more economical, effective, efficient & enabling better rates as well as Cost Savings. He instructed all the AOGEs to go through Vigilance Manuals and check Central Vigilance Commission (CVC) Guidelines carefully while auditing and giving financial advice to the Executive Authority. 13 Areas had been chosen and assigned to various agencies and AO GE, viz. Disbandment of Military Farms, Cantonment Audit, Recovery of Rent & Allied Charges, GST, Military Hospital audit etc.
