CREDAI-Maharashtra urges the Government to speed up the Flat registration process.

15 Jan 2019, PUNE-The Government of Maharashtra,Revenue and Forest Department issued a notification having Ref. No. Mudrank-2017/2453/Pra. Kra 410/M-1 (Doran) dated 20.09.2019. However, the notification dated 20.09.19, appears to be not properly interpreted which created confusion amongst officers of Sub-Registrar Office. This resulted in the slowdown in the registration work of the new houses/ flats in the last three months ultimately affected the revenue collection of the State.

In this regard, CREDAI- Maharashtra had taken up the matter with MahaRERA Authorities for issuing clarification on the notification issued by the Revenue Department. Accordingly, the MahaRERA Authority issued clarification vide Circular No. 25/2019 dated 11.10.2019 which is a self-explanatory correction sheet to clear the confusion in the above notification dt 20.09.2019. In order to lessen the hardship caused to the flat buyers and promoters due to not able to get the registration done and take possession of their unit, CREDAI-Maharashtra vide its letter dated 05-10-2019 & 04-01-2020 addressed to IGR, given detailed explanation and clarification on notification dt. 20.09.2019 and requested the IGR to issue necessary instructions to the sub-registrars to accept a document for registration based on MahaRERA circular, even then no cognizance has been taken.

Hence, the revenue collection of the government has reduced in the last 1 quarter. CREDAI Maharashtra also has pointed out the issue several timesto the authorities but all in vain. It has affected the Real Estate sector as well as home buyers in addition to loss of revenue to the government. Considering the interest of flat buyers’ CREDAI-Maharashtra is pursuing with the government to clarify the matter.

The flat buyers are facing the problem as they are not able to get possession. The EMI’s for new flat have begun but the possession of flat has not been given due to non-registration of the house.

CREDAI Maharashtra has requested the Revenue department to stay the implementation of the notification dated 20-09-2019 immediately andstart the registration process. Looking at the snail speed of work, Chief Minister or Revenue Minister should look into the matter, said the CREDAI Maharashtra in a press note.
