CSR Fund: PWD to Build 400 Roadside Facilities Across Maharashtra in 3 Months

Pune, 3rd June 2025: In a bid to tackle the long-standing issue of inadequate restroom facilities on highways, the Maharashtra Public Works Department (PWD) has announced plans to set up nearly 400 wayside amenity hubs across the state’s extensive road network. The project aims to be completed within the next two to three months.

These roadside hubs — planned to be spaced 30 to 40 kilometres apart — will include public toilets and food outlets. Instead of depending on government funding, the department will implement the project through partnerships under Corporate Social Responsibility (CSR) initiatives.

“We are not approaching the state for funds. Instead, we’re inviting private partners to handle construction, operation, and upkeep. Discussions are also underway with self-help groups to ensure long-term maintenance,” a senior PWD official told Punekar News.

This move follows a directive issued by the Bombay High Court in April, responding to a public interest litigation (PIL) filed by a Pune-based activist. The court had criticised the state for failing to fulfil previous promises regarding sanitation infrastructure on highways.

The PWD has identified priority locations across all districts in Maharashtra. The lack of such basic facilities on highways has been a growing concern among regular commuters and long-distance travellers.

To ensure sustainability, the department plans to introduce minimal usage fees and allow eateries at select locations to support ongoing expenses. Additionally, a mobile app is being developed to help commuters locate these stops. The app may be integrated with Google Maps or launched as a standalone service.

However, concerns remain about the upkeep of such facilities.

The PWD hopes this CSR-driven model will deliver results without adding financial pressure on the state, while improving travel experiences on Maharashtra’s growing highway network.
