DELHI – SYNDICATEINDULGED IN CHEATING BY COUNTERFEITING AND SELLING LOOK ALIKE FORGED HIGH SECURITY REGISTRATION PLATES (HSRP) OF VEHICLES BUSTED

• INSTRUMENTS AND MACHINES USED IN PREPARATION OF FAKE HIGH SECURITYREGISTRATION NUMBER PLATES LIKE COMPUTER SYSTEM, PRESSING MACHINE WITH DIECUTTING, HOLOGRAM STICKERS, BLACK STICKER SHEETS AND CUTTING PLOTTER MACHINESEIZED.

With the arrest of  PankajR/o DDA Flats, Bindapur, Uttam Nagar, New Delhi and Sumit R/o DDA Flats,Bindapur, Uttam Nagar, New Delhi, the team of AATS/ West District, has busteda syndicate involved in preparing and selling of fake High SecurityRegistration Plates (HSRPSs) of  Cars andMotorcycles in lieu of providing the plates in 15 minutes. 127 look alike HSRPsof different vehicles which were to be delivered to different contact personswith equipments and machines like COMPUTER SYSTEM,PRESSING MACHINE WITH DIE CUTTING, HOLOGRAM STICKERS, BLACK STICKER SHEETS ANDCUTTING PLOTTER MACHINE SEIZED.

2. Sumitage 25 years R/o DDA Flats, Bindapur, Uttam Nagar, New Delhi.

INFORMATION,TEAM & OPERATION:

 On 02.11.2018, a secretinformation was received by the team of Inspr. Manoj Kumar, I/c AATS/Westregarding a unique modus-operandi of a syndicate indulged in preparing and sellingforged High Security Registration Plates (HSRP) of vehicles in the area of JanakPuri, Delhi for consideration amount of Rs 1000/- to 1500/- for set of HSRPs. Toget all vehicles registered from 1.1.2011 till 30.4.2012 affixed with HSRPs thetransport department has devised a system in which the owners of vehiclesshould submit their original registration certificate with a minimal fees tothe nominated center and the center after due verification will affix the HSRPwithin three or four working days. The criminals took advantage of theconfusion created among the people and proposed the vehicle owners that theyare authorized agent and will provide the HSRP within 15-20 minutes for aconsideration amount of Rs. 1000-1500/-. The information was shared with thesenior officers. Immediately, a raiding team led by Inspr. Manoj Kumar underoverall supervision of Sh. Ishwar Singh, ACP/Operation Cell/West District comprisingof SI Mohit, SI Ishwar, ASI Om Prakash, ASI Bhawnesh, ASI Satyawan, ASI KiroriMal, ASI Trilochan, HC Murari Lal, HC Rashid, HC Shailender, HC Rajeev, CtNarender, Ct lalit, Ct. Sunil, Ct Anil and Divya was constituted to furtherdevelop this information and nab the accused persons.

The team swung into action and as perin formation, a decoy customer was sent to the Pankaj Graphics, Shop No.WZ-13/3, Auto Market, Asalatpur, Janakpuri, for preparing a High Security Registration Plate for his Pulsar bike. The accused persons accepted the money and asked the decoy customer to collect the High Security Registration Plate after 15-20 minutes. After sometime, a person came outside the shop with twonumber plates in his hand. On the instance of the decoy customer, two accused persons namely Pankaj and Sumit were apprehended with two forged HighSecurity Registration Plates and the currency notes which were given to them bythe decoy customer. On search of the shop, a total of 127 forged HighSecurity Registration Plates, 01 Computer System, Pressing Machine with Diecutting, 10 Sheets of Hologram Stickers, 07 Black Sticker Sheets and Cutting Plotter Machine were recovered. Accordingly, a case vide FIR No. 493/18, Dt. 03.11.18U/S 420/467/468/471/120B IPC was registered at PS Janak Puri and the accused persons were arrested in the case. In pursuance to the information the accused were interrogated and on sustained interrogation they disclosed that they have been committing this crime for the last many days.

INTERROGATION:

The accused person Pankaj is the main kingpin and is resident of Delhi. He has been working in car decoration shops in different areas of Delhi. Later, he started his own shop and started making fancy registration plates and other accessories. He in association of this accomplice Sumit installed the equipments and machine and started preparing HSRPs. He used to get the raw material by ordering online to the manufacturers and in lieu of HSRP started cheating the vehicle owners. The victims are literate and are assured by the racketeers that they are providing them with original High Security Registration Plates for which they used to charge Rs 1000-1500/-for each Plate.

Staff who have done the above good work are being suitably rewarded.
