Human Rights Commission Directions Lead to 2 FIRs Against Pune Police Personnel

Katraj, 24th September 2026: Two first information reports registered at Bharati Vidyapeeth police station, Pune City Police, on Thursday accuse police personnel of assaulting four detainees in one case and unlawfully holding and mistreating eight children in another.

Both FIRs were filed by Sanket Satish Gosavi, a deputy superintendent in Pune’s Crime Investigation Department (CID), following directions described in the reports as arising from a Maharashtra State Human Rights Commission inquiry.

Alleged assault of four detainees
FIR 0482/2026, registered at 12:16 a.m., names 13 police personnel in connection with the alleged treatment of four people accused in an earlier case, crime number 363/2026.

According to the FIR, the four arrived at Bharati Vidyapeeth police station at about 3 p.m. on July 5, 2026, but their arrest was recorded at 10:30 p.m. that day. The complaint alleges that Senior Police Inspector Mansing Patil and other officers and constables struck them with sticks, causing injuries to their hands and feet. It says they were produced before a magistrate on July 6 and remanded to police custody until July 9.

The FIR further alleges that, at about 5:30 p.m. on July 7, officers took the four to the parking area of a nearby SRA colony. It describes two video clips as showing police making the detainees walk on a public road, striking them and compelling them to apologise publicly. The complaint says the police-station diary and vehicle log did not record the trip.

The account refers to arrest papers, injury records and medical certificates. It specifically notes an injury to the middle finger of one detainee’s right hand that, it says, was not recorded in his medical certificate. The FIR lists provisions of the Bharatiya Nyaya Sanhita concerning hurt, wrongful restraint, assault or criminal force, insult, intimidation and disobedience of legal directions.

Allegations concerning eight children
FIR 0483/2026, registered at 4:25 a.m., names 11 police personnel, including Patil, over the alleged detention and treatment of eight children described in the document as children in conflict with the law. The FIR’s account relates to an earlier case numbered 383/2026.

The complaint says police took children numbered one to four into custody on July 20 and brought them to the police station on July 21. It says children numbered five to seven were brought in at about 8:30 p.m. on July 21, and the eighth at about noon on July 22. All eight were produced before a Juvenile Justice Board on July 25, according to the FIR. The complainant alleges that seven were held for more than three days and the eighth for more than 24 hours.

The FIR accuses personnel of keeping the children in police custody instead of promptly bringing them before the board, assaulting them with bamboo sticks and belts, and preparing inaccurate records suggesting they had been handed over to parents or guardians. It says CCTV footage and the children’s submissions to the board were cited in support of those allegations. The complaint also alleges that one child was threatened against telling a doctor or magistrate about the assault.

In a separate allegation within the same FIR, the complainant says officers took some of the children along a public road between the Ambegaon Pathar police outpost and Bharati Vidyapeeth police station with rope tied to a police vehicle and made a humiliating procession. It says the mother of a deceased person connected to the earlier case tried to strike one child, while officers allegedly identified the children in public as accused in that case. The FIR further alleges caste-based abuse and public humiliation directed at four of the children.

FIR 0483/2026 lists offences under the Bharatiya Nyaya Sanhita, the Juvenile Justice (Care and Protection of Children) Act and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. The children are not named here.

Both FIRs say they followed directions connected to a September 9 order in a Maharashtra State Human Rights Commission matter and a September 11 police order. Each names Additional Director General of Police Sunil Ramanand as the officer directed to investigate.
