Implementation Of Unified DCPR In Maharashtra Can Be An Example For Other States To Follow: Vikram Kumar
Pune, December 21, 2020: The Unified Development Control and Promotion Regulations (DCPR) can be applied uniformly across all states on a common platform. As Maharashtra is the first state to put it into action and it can serve as an example for other states to follow,” said Vikram Kumar, Commissioner, PMC, while speaking at the inauguration of the training program of the Unified DCPR organized by CREDAI-Pune Metro today at Balgandharva Rangmandir.
Officials including Vikram Kumar, Shravan Hardikar, Commissioner, PCMC, Suhas Diwase, CEO and Commissioner, PMRDA, Sudhakar Nangure, Director, Town Planning and Valuation, Maharashtra state, Avinash Patil, Jt. Director of Town Planning, Pune Div. Prakash Bhukte, Jt. Director of Town Planning, Sunil Marle, Jt. Director of Town Planning, PMC and Sanjay Saoji, Ex-Dy. Director of Town Planning were present at the function along with members of CREDAI- Pune Metro including Suhas Merchant, President, and Vice Presidents including Ranjit Naiknavare, Kishore Pate and Amar Manjrekar, Aditya Javdekar, Secretary, I.P.Inamdar, Hon. Treasurer and Dr. D.K. Abhyankar, Director General, who were felicitated with a memento.
As the Urban Development Department of the Government of Maharashtra had issued a uniform DCPR for all urban and rural areas of the State (excluding Mumbai, MIDC, Hill Station etc.) on December 2, 2020, through which uniform urban development rules were implemented across the state, a program was organized to impart comprehensive training to the officers of the department. The earlier training programs were organised by CREDAI in Thane and Nagpur divisions and after Pune, it will be held in Aurangabad and Nashik.
“With this, the concept of ‘Ease of Doing Business’ will be achieved for investors from home and abroad and it will be of great benefit to common man, home buyers, builders, architects, construction consultants and commercial projects like hotels and hospitals,” said Kumar.
Shravan Hardikar said, “Since the purpose of all the regulations is to improve the standard of living, it should be considered during its implementation.”
“Though the DCPR has been considered, the rules need to be put into action systematically. It is necessary to enable the implementation system of the Real Estate regulations to make them error-free. The construction business drives the economy and generates employment. Therefore, such training programs on the effective implementation of rules needs to be continued for a longer period,” said Suhas Diwase.
Sudhakar Nangure outlined the program to the audience and addressed the introductory speech on Unified DCPR.
Suhas Merchant said, “Provisions like P-Line and Ancillary FSI to prevent misuse of FSI, streamlining of Plinth Checking process and Abolishment of High Rise Committee among others by the Town Planning department will trigger Real Estate development and economy of the state. But we also request the department to implement measures for clarification of the Saving Clause, include PMRDA in the DCPR, streamline the implementation of Inclusive housing program and decide the availability of Slum TDR.”
