India: Nationwide Mock Drills Amid Tensions With Pakistan Following Pahalgam Attack

New Delhi, 5th May 2025: In the wake of heightened tensions with Pakistan after the recent Pahalgam terror attack, the Union Home Ministry has directed all states and union territories to conduct nationwide mock drills on May 7 to assess and enhance civil defence preparedness.
According to government sources quoted by a news agency, the drills are aimed at strengthening India’s internal security and civilian readiness in the event of hostile air raids or other emergency situations.
The last time such a mock drill was conducted in the country was in 1971. At that time there was a war between India and Pakistan. This mock drill was conducted during the war.
Ministry Issues Civil Defense Alert
The Home Ministry has issued detailed instructions for the mock drills, which include activating air raid warning sirens, conducting blackout measures, and training civilians in evacuation and emergency response protocols.
States have also been asked to install or test air raid sirens and ensure participation from civil defence teams, students, and local citizens. These sirens will serve as early warning systems to alert people to seek immediate shelter in safe zones during any potential attacks.
Mock Drill Protocol Includes:
Activation of air raid sirens to simulate emergency alerts.
Training civilians, students, and volunteers in civil defence techniques.
Crash blackout measures to avoid detection of key installations during a simulated threat.
Camouflaging or shielding vital infrastructure ahead of time.
Reviewing and rehearsing evacuation plans in urban and high-risk areas.
Why Mock Drills Matter
Mock drills are essential to test emergency preparedness plans and identify potential gaps in response. They help train people to act quickly and efficiently in case of disasters—be it natural calamities, attacks, or industrial hazards. These simulations also enhance coordination between various agencies such as the police, fire brigade, health services, and local administration.
“Mock drills help reduce panic and confusion during real emergencies. They give citizens confidence and familiarity with protocols that could save lives,” a senior official from the disaster management department said.

The government’s move comes amid escalated diplomatic and military strain with Pakistan following the recent Pahalgam terror incident. India’s response has included tightening border security and issuing warnings of strong countermeasures, prompting a reaction from Pakistan.
