Pune, May 3, 2020: An order was issued by the state government yesterday to extend the lockdown period in the state till May 17, 2020, as well as revised guidelines for measures to be taken during this period. These instructions will be implemented considering the severity of the threats in the Red (Hotspot), Green and Orange Zones. Although work permits have been granted in some areas, they will have to strictly follow the rules to protect against COVID19 outbreaks.

The lockdown period is being extended for 2 weeks from May 4, 2020. Considering the risk profile of COVID19 virus in the respective district, the criteria for determining the red (hotspot), green and orange zones of the districts will be as follows: Districts in which no patient has been found or in which no patient has been found in the last 21 days will be included in the Green Zone. The red zone or hotspot district will be decided based on the total number of patients in the district as well as the rate of doubling of the number of patients as instructed by the Ministry of Health and Family Welfare. Districts that are not in the Green or Red Zone will be in the Orange Zone.

The following items in any of the zones, such as Red, Orange or Green, will be permanently banned during the lockdown.

Ban on international and national aviation. However medical services as well as air ambulance services in exceptional circumstances and other medical services if required. Train traffic will be completely closed, however permission to travel by train for urgent reasons. Interstate bus service completely closed, however permitted for urgent reasons. Metro service completely closed. No one is allowed to travel interstate in person. Permission for medical reasons as well as urgent people.

Ban on various classes in schools, colleges, educational institutes, training institutes. Permission for online / e-learning education. All cinemas, shopping malls, gyms, sports complexes, swimming pools, recreational complexes, theaters, bars and auditoriums, halls are strictly prohibited. Prohibition on organizing social, political, sports, entertainment, educational, cultural, religious festivals and events. Ban on all religious places of worship. Prohibition on gathering for religious reasons.

Safe measures for citizens : Complete ban on personal travel from 7 pm to 7 am for safety reasons. Permission to issue orders to local authorities from the point of view of law. Officers can take action as per laws and regulations. In all areas (Red, Orange, Green), citizens above 65 years of age, sick persons, pregnant women, children below 10 years of age are prohibited from traveling for safety reasons, permission to go to the doctor for medical reasons.  Outpatient departments and clinics are not allowed to continue in areas where coronary artery disease is found. However, in the Red, Orange and Green zones, the rules of social distance can be followed.

For containment zone : Strict inspection will be done in this area. The way in and out should be fixed. Permission for freight and various service providers as well as medical service providers to come and go. Inspection of persons and vehicles. Keep a record of people coming and going in the respective area.

Transactions in the Orange Zone: (Outside the containment zone) Bus service will not be able to continue in and out of the district. Haircuts, spas and salons will be closed. The following will be allowed subject to certain conditions. Taxis and cabs with one driver and two passengers will be allowed. Individuals and vehicles will be allowed to travel in the district with the required permission. However, it will be necessary to obtain passes from the concerned Collector’s Office or the representatives appointed by them. Only two persons will be allowed to travel in four wheelers except the driver.

Transactions in the Green Zone : All transactions will continue in the Green Zone. However, cinemas, shopping malls, gymnasiums, swimming pools, schools, colleges, educational institutions, railway services, social, political, sports competitions, cultural and religious programs will not be able to continue. It will be forbidden to travel in the green zone without an official pass.

Bus service will be allowed to carry fifty per cent of the passenger capacity. The staff presence at the bus depot should be limited to fifty per cent. Bus service will only be allowed within the Green Zone. The State Government may from time to time issue guidelines or orders which are permitted. They can be continued subject to certain conditions.

Activities within the red zone (hotspots) (outside the containment zone) The following activities / actions will not be allowed: Bicycle rickshaws and auto rickshaws. Taxi and cab integrator. Operation of district and inter-district buses. Hairdressers, spas and salons.

Activities / actions will be permitted with the following specified restrictions: Movement of persons and vehicles for permitted works only. Four-wheelers will have a maximum of two passengers in addition to the driver; In two-wheelers, a person cannot sit in the back seat.

Industrial Establishments / Institutions in Urban Areas: Excluding Mumbai Metropolitan Region (MMR), Malegaon Municipal Corporation, Pune Municipal Corporation, and Pimpri Chinchwad Municipal Corporation, only Special Economic Zones (SEZs), Export Oriented Units (EOUS), Pharmaceuticals, Essential items including medical equipment, their raw materials and intermediaries Adanance units; Manufacturing units, units that require continuous processing and their supply chains, manufacturing units of information technology (IT) hardware and manufacturing units of packaging materials are permitted. However, it requires taking care of social distance and proper shift.

All industrial activities in rural areas will be allowed. Construction in urban areas: Only situational constructions (where workers are available on site and no need to bring in workers from outside) and construction of renewable energy projects are allowed.

All constructions are permitted in rural areas. All malls, market complexes and markets in urban areas will remain closed (within the municipal and municipal limits.) However, shops selling essential items are allowed in the markets and market complexes.

Apart from Mumbai Metropolitan Region (MMR), Malegaon Municipal Corporation, Pune Municipal Corporation (PMC) and Pimpri Chinchwad Municipal Corporation limits, shops in urban areas, near the complex as well as in residential complexes are allowed to remain open. No more than five shops should be open in a row / road (lane) without making any distinction between necessary and unnecessary. If there are more than five shops in a lane / road, shops selling essentials will remain open.

All shops in rural areas except malls are allowed to remain open without any distinction between necessary and unnecessary. Social distance (two yards key distance) will be maintained in all cases. Commerce enterprises will only be allowed to sell essentials, medicines, medical equipment, CTOs etc.

Private offices in areas other than Mumbai Metropolitan Region (MMR), Malegaon Municipal Corporation, Pune Municipal Corporation (PMC) and Pimpri Chinchwad Municipal Corporation (PCMC) will be able to start with 33% manpower. Other employees will be able to work from home as needed.

Except Mumbai Municipal Corporation (MMR) Municipal Corporation, Malegaon Municipal Corporation, Pune Municipal Corporation (PMC) and Pimpri-Chinchwad Municipal Corporation (PCMC), all government offices in all Municipal Corporation areas have 100 per cent attendance of Deputy Secretary and above. Will remain. However, Defense and Security Services, Health and Family Welfare, Police, Prisons, Home Guard, Civil Defense, Fire and Emergency Services, Disaster Management and Related Services, NIC, Customs, FCI, NCC, NYK and Municipal Services will continue without any restrictions; Public service will be ensured and necessary staff will be deployed.

All pre-monsoon works, including building protection, shuttering, waterproofing, flood protection, building repairs, safe demolition of buildings, etc. Also, all the Municipal Corporations in the Greater Mumbai Metropolitan Region (MMR), Pune Municipal Corporation (PMC) and Pimpri-Chinchwad Municipal Corporation (PCMC) have approved the Metro works and other pre-monsoon works.

Matters which are specifically permitted / subject to certain conditions under these guidelines. Apart from all such matters, all other matters will be allowed to be done in different types of zones. However, to prevent the spread of Covid 19, a select few of the items which have been permitted will be allowed conditionally if necessary.

State and district authorities will allow for interstate freight as well as empty trucks. No state or district level authorities will stop cross-border cargo under trade agreements with neighboring countries. As per the guidelines on previously issued lockdown measures, new permission is not required for ongoing activities.

The following Standard Operating Protocols (SOPs) issued by the State Government shall apply: Standards for sign-on and sign-off of seafarers in Indian Ocean, (SOP) dt. As per the order issued on 22 April 2020. As per the SOP-dated 30th April and 1st May 2020 for the migration of stranded migrant workers, travelers, tourists, students and other persons.

Strict implementation of lockdown guidelines : These guidelines issued under the Disaster Management Act 2005 cannot be relaxed in any way by any department or authority of the State Government / District Administration. And will strictly enforce it without any additional conditions / instructions.

For the implementation of lockdown measures : All District Magistrates and concerned officers will strictly enforce the above. Lockdown measures plan and Covid 19 management instructions will be followed in public and the workplace. To enforce these preventive measures, the Collector shall appoint the Executive Magistrate as the Incident Commander in the respective local jurisdiction.

The incident commander will be responsible for implementing the measures plan in his area of ​​responsibility. Officers from all concerned departments in the jurisdiction will act as directed by the incident commander. The incident commander will issue a pass to ensure the necessary evacuation.

Violators of Lockdown Measures Scheme and Covid 19 Management Directions have the power to prosecute under Sections 51 to 60 of the Disaster Management Act, 2005 as well as Section 188 of the Indian Penal Code (IPC) and other legal provisions.
