Lockdown 4: Pimpri Chinchwad Police clarifies about walking, domestic maids, tenants shifting

Pimpri Chinchwad, May 22, 2020: After the Pimpri Chinchwad Municipal Corporation (PCMC), which has been excluded from the red zone in the fourth phase of the lockdown, issued revised guidelines, people were still looking for some answers. However, police order under the Criminal Procedure Code (CrPC) 144 section also did not answer the questions which were on people’s mind.

Later, Senior Police Inspector Vivek Muglikar, in-charge of Wakad police station, under Pimpri Chinchwad police commissionerate, clarified that now people can come out of homes for morning/evening walk withing housing society premises provided they maintain social distance. On the issue of domestic maids, he said that they are at the discretion of the society committee whether to allow or not allow domestic maids. Also, the shifting of tenants is allowed by taking precautionary measures for COVID prevention.

Earlier, the PCMC issued guidelines which can restore public life in the city’s non-containment zones. Now half of the shops in the city market are allowed to open on even-odd dates from today(May 22), allowing the industries to start at full capacity. Shopping hours will be from 9 am to 5 pm. Permission will not be required to start shops. Excluding containment zones, PMPML buses with 50 percent capacity will start operating from May 26. The new rules were announced by PCMC Commissioner Shravan Hardikar.

The city of Pimpri Chinchwad has been excluded from the red zone as per the order issued by the state government on May 19 under Lockdown 4.0. Therefore, from 22 May 2020, it was necessary to issue a revised regulation order to start various establishments, industries and daily transactions in the city. Accordingly, Commissioner Hardikar has issued amended orders.

The order of the Municipal Commissioner states following things are completely banned: Flight without the permission of the Union Home Ministry; Metro rail travel; Schools, colleges, educational institutions, training institutes, coaching classes; Hotels, restaurants (canteens will remain functional at hospitals, police, government offices, bus depots, railway stations, airports, segregation centers); Cinema halls, shopping malls, gyms, swimming pools, bars, auditoriums, theaters, amusement parks and similar places; All kinds of social, religious, political, sports, entertainment, cultural, educational activities, meetings and similar events. All religious places, all religious events, meetings, gatherings is not allowed.

The movement of all persons in Pimpri Chinchwad Municipal Corporation area has been restricted from 7 pm to 7 am except for essential services and medical services. All persons above 65 years of age, persons with high-risk diseases (diabetes, high blood pressure, asthma, liver and kidney diseases, cancer, HIV infected patients etc.), pregnant women, children below 10 years of age, shall not go out of the house without urgent work and medical reasons.

All establishment owners/heads should make sure to download Aarogya Setu App and Pimpri Chinchwad Municipal Corporation’s Smart Sarathi App in mobile phones of employees for their safety. All medical professionals, nurses, paramedical staff, cleaners and ambulances will be allowed movement within the city, state and inter-state transport. All types of freight trucks will be allowed for transportation.

In Pimpri Chinchwad Municipal Corporation area, except the matters prohibited in this order, except the matters prohibited, all other activities are allowed to continue subject to the following terms and conditions: It is not necessary to get permission separately from the government office to start the permitted activities. Sports complexes, stadiums and open public places will remain open to the public. However in such places only individual types of exercises to be done, games to be played alone e.g. Yoga, rope jumping, etc. will be allowed. Audience and group activities, team games, sports equipment, all games with the potential to be handled by more than one player e.g. cricket, football, badminton, kabaddi, kho-kho, hockey etc. will not be allowed. It will be mandatory to keep social/physical distance in stadiums, sports complexes, public places.

All public and private transport can be started as follows: Two-wheeler – one person; Three-wheeler: one driver and two passengers; Four-wheeler: one driver and two passengers. Except the containment zone within the limits of Pimpri Chinchwad Municipal Corporation, from 26/05/2020, PMPML will run buses with 50 percent capacity of passengers. Also, passengers have to observe physical distance during the journey and wear a mask.

Shops in all markets (except malls) will be open from 9 am to 5 pm. However, markets/shops will be closed immediately by the authority if it is observed that the norms of maintaining social/physical distance have been violated due to overcrowding.

It will be mandatory to get prior permission from the PCMC to come from all the red zone areas to be present at workplace in the industrial units in Pimpri Chinchwad Municipal Corporation area. All citizens will be able to attend work without prior permission except for those living in the containment zone.

Industrial establishments can be started with 100 percent working capacity. However, all private offices and IT companies can be started with a maximum of 50 percent manpower and priority should be given to work from home (WFH) as long as possible with the remaining manpower.

Shops in certain markets (given below) will be open from 9 am to 5 pm. However, according to P1-P2, shops on one side of the road will remain open on the even date and shops on the other side will remain open on odd dates. This will make it possible to avoid congestion in the market due to the terms and conditions and alternatively to prevent the rapid spread of Covid-19.

The shops in the above markets will be open from 9 am to 5 pm, however, shops on one side of the road will remain open on the even date as per P1, P2 principle. And the shops on the other side will remain open on odd dates. Vehicles should be parked on the opposite side of the shops in the market so that the space in front of the shops can be used by the customers with the criteria of physical/social distance. With the exception of the above markets, shops in the rest of the city will be open all day from 9 am to 5 pm. No prior permission is required to start a shop.

Any person violating the order issued by PCMC for the prevention of Covid-19 shall be liable for action under Sections 51 to 60 of the Disaster Management Act, 2005 as well as Section 188 of the Indian Penal Code (IPC). These instructions are for lockdown 4.0 in Pimpri-Chinchwad Municipal Corporation are from 22nd May till further orders.

Order regarding containment zone: Specified staff and vehicles of Pimpri Chinchwad Municipal Corporation, Police Department and State and Central Departments working on Coronavirus prevention measures as well as staff and vehicles providing essential services have been excluded. Also, wholesale transport supplying essential services and goods is exempted.

It is prohibited to open any other outpatient department (OPD) and private medical clinics except the flu clinics run or permitted by the PCMC in the containment zone. For the banking facilities of the citizens in the containment zone, all the banks should be open from 10 am to 2 pm on the branch office working day and also keep their ATMs fully operational. Retail sale of milk, vegetables, fruits, mutton, chicken, grocery  is also allowed from from 10 am to 2 pm.

Orders for areas outside containment zone: All types of dispensaries, hospitals, clinics, maternity wards and drug stores in Pimpri Chinchwad Municipal Corporation area except the containment areas in the said order are excluded from this order and they will remain open for the entire period.

 

Retail sale of meat, chicken, foodgrains, milk, vegetables and fruits allowed from 9 am to 5 pm will continue. As per earlier order, the vegetables/fruits can be sold only at the place mentioned by the ward officer after giving the pass to the retailers. Street vendors can sell only after getting permission from the ward officer. The sale of food items on any handcart will not be allowed. Sales of tea, paan and tobacco product are not allowed.

 

Shops in the city, shops in urban settlements, shops in urban complexes are allowed from 9 am to 5 pm. During this time-period, the shop on the right side of the road and the shops on the left side will continue as per odd even date. But if it is observed that the citizens are not following the social distance, all the markets/shops in the area will be closed immediately.

 

Home delivery of essentials and other items (e-commerce), medicines and prepared food items will be permissible only between 8 am and 10 pm with the prior approval of the PCMC. For this facility, only the pass issued by the PCMC will be accepted. Pass issued earlier by the police for essential services will remain effective till May 31.

 

The orders passed by Divisional Commissioner, Pune regarding Moshi Agricultural Produce Market Committee will remain in force forever. Transactions in the Market Committee are excluded from PCMC order.

 

Rules for public places :
1) It is mandatory to wear a mask in public places.
2) Spitting in public places is strictly prohibited and if violated, the person will be liable to penal action.
3) It will be mandatory to maintain a distance of two yards in public places.
4) A maximum of 50 persons will be allowed in the wedding ceremony keeping social distance.
5) A maximum of 50 persons will be allowed for the funeral program keeping social distance.

6) It will be strictly forbidden to eat Gutkha, Paan tobacco and alcohol in public places.
7) In all shops, it will be mandatory to maintain a safe distance of 6 feet between the two customers.
8) Priority should be given to work from home as long as possible in establishments.
9) Strict observance of working hours in all offices, shops, factories, commercial establishments etc.
10) Arrangements should be made for thermal scanning, hand washing, use of sanitizer in and out of buildings.
11) Public spaces throughout the office, frequently handled parts like door handles etc. should be disinfected from time to time.
12) The head of the office should take care of the physical distance in the office, proper distance between the working staff, sufficient time in two shifts, proper planning of lunch break.
