Madhya Pradesh – Chief Election Commissioner releases audio, video C.C. mobile app and guidelines for facility of voters

Chief Election Commissioner of the Election Commission of India Shri O.P. Rawat, Commissioner duo Shri Sunil Arora and Shri Ashok Lavasa released voter awareness audio, video, C.D. , Voter Guide, Qless Mobile App, Vote Percentage Mobile accessible portal app for the disabled to generate awareness of voters towards voting and to facilitate them in the Vidhan Sabha election.

In order to fulfill the resolution of 100 percent voting in the Vidhan Sabha Elections-2018, audio DVDs have been released for voter awareness. The Video DVD contains a compilation of various types of short films related to voter awareness. There are total 48 videos prepared by the Election Commission of India, Chief Electoral Office and districts in the DVD.
The above DVD includes vote appeals by State SVEEP icon Smt. Divyanka Tripathi Dahiya (Ishi Maa of TV serial ‘Ye Hai Mohabbatein’) and Smt. Shubhangi Atre (Anguri Bhabhi of TV serial ‘Bhabhiji Ghar par hai). Along with this, an appeal has been made for voter awareness by child artist Kumari Mahi Soni (Radha of TV serial ‘Paramavatar Srikrishna’). This video will be screened in cinema houses and on television through cable network and in railway stations, bus stand and other places to inspire voters to exercise franchise on November 28.
Similarly, an audio CD of 52 jingles, caller tune and songs has also been released with a compilation of songs related to voters’ awareness prepared by the Chief Electoral Officer’s office and local singers of different districts. Both the CDs are being made available to all the districts, so that voters can be made aware of their rights through the compiled video and songs.
Chief Electoral Officer Madhya Pradesh “Voter Guide
According to the Election Commission of India, a voter guide has been prepared for for each family of the state for the upcoming assembly election 2018. This guide will be distributed to all the families living in about 1.25 crore houses in Madhya Pradesh before the election, and will be distributed through BLO (Booth Level Officer).
This voter guide was released by the Election Commission of India on November 14, 2018. The Voter Guide will be distributed to make voters aware and to ensure voter participation (SVEEP) and to apprise them well with the election process. This guide contains information on ‘how to vote’ and what will be the ‘approved identity records’ for voting.
In addition it also informs on the process of exercising franchise making use of E.V.M. and VVPAT. Voters have been informed on what to do and what not to do in the vicinity of the polling station and during voting, There is also information about the basic amenities available at the polling station in the guide. The guide also contains information on voting and Chief Electoral Officer’s website and helpline besides important numbers and portal. It contains information on how to educate voters to search for their names in the voters list and identify polling station besides information on the website and portal.
Chief Electoral Officer Madhya Pradesh “Qless Poll” mobile app
The Qless Mobile App has been prepared by the Chief Electoral Officer, Madhya Pradesh with the intention of providing voting facility without queues in Vidhan Sabha Elections-2018. With the help of this mobile app, every voter can get a token before going to the centre to cast vote and can enter the polling station for voting when his turn comes. In this way no voter will need to wait in queues.
This app will be used on the BLO present at the voter support booth outside the polling booth. The voter will reach the B.L.O and tell his Epic Number or his simple number on the Voter List. With the help of the simple number, the voter will generate token number. The voter will then get his token number and wait for his turn sitting in the waiting room built near the voter polling station. On his turn, the voter will be called for voting at the polling station and he can enter the polling station and cast his vote. This way the app will be help in making the voting process simple and easy.
Chief Electoral Officer Madhya Pradesh “Vote Percentage Mobile” app
Voting Percentage Mobile App has been prepared by the Chief Electoral Officer with the purpose of making information available to the public about the percentage of voting on the polling booths on the day of polling in Vidhan Sabha Elections. This app will be used by the Presiding Officer, Polling Officer no. 1 and Sector Officer. To use the app, the concerned person will have to download the app from his Android phone’s Play Store. Once the app is downloaded, the related user will be able to log in from his mobile number. For this purpose, the mapping of the mobile number of each Presiding Officer / Voting Officer No. 1 will be done from their polling centre. Thus this app can be used only for the mobile number registered for each polling station.
On the voting day, the concerned Presiding Officer, Voting Officer No. 1 or Sector Magistrate will provide registered statistical information of male and female voters every hour beginning at 9 am then 10 am, 11 am, 12 pm, 1 pm, 2 pm, 3 pm, 4 pm, The numerical information of the male and female voters who voted at 5 pm till final voting in their polling stations which will be collected at the server located at Bhopal headquarter and voting percentages will be displayed in major locations.
In general, the mobile app will work on online mode. But even if there is no internet network, the data recorded on mobile app in offline mode through SMS service will be collected in Bhopal based server. Thus updated voting information will be available from all polling stations. This mobile app will be very useful to inform the public about the percentage of voting percentage from time to time.
Chief Electoral Officer Madhya Pradesh “Sugamya Portal” and “Mobile App”
‘Sugamya Web’ portal and Mobile App have been prepared by the Chief Electoral Officer of Madhya Pradesh for Vidha Sabha Election-2018, as per the directives of the Election Commission of India for voting convenience of handicapped persons to provide ‘Ghar se Ghar Tak’ facility and to provide necessary assistance in voting. All such handicapped persons, who need assistance, will be registered under the App.
It is very simple and easy to get registered in the app. The disabled persons can registered themselves to acquire help like transport facility, assistant and necessary material etc. through the app. Voting facility will be provided to the disabled persons without standing in the queue on registration through Sugamya Portal. The disabled persons can choose any one member of his/her family or person in the form of volunteer and driver. Along with this, volunteers who wish to help the disabled persons can also get themselves registered. Registration of N.C.C./ N.S.S. /Nehru Youth Centre/Red Cross and other voluntary organizations can be done by the District Election Officers themselves. Such persons or organizations, who volunteer for help should not be connected to any political party and should not be involved any political activity.
In order to provide transport facility to the disabled persons, such common man, who wish to participate in public service can get themselves and their vehicle registered. Such persons who want to provide material to the disabled persons in order to provide assistance, they can also get the material registered. Following facilities will be provided to the disabled persons on registration on Sugamya Portal and Mobile App.
1. Disabled persons will get voting facility without standing in queue.
2. Disabled persons will get facility to take vehicle till the main gate of the polling centre.
3. The above mentioned facility will be provided to the assistant and driver of the disable persons in case of their names in the same polling centre.
4. One assistant can assist one disabled person only but can take more than one disabled person to the polling centre.
5. Such disabled persons, who do not need facility of vehicle and assistant and wish to cast their votes on their own, will get facility to receive passes only.
The Sugamya Portal and Mobile App will prove to be very useful for the disabled persons to cast their votes conveniently and comfortably.
Vidhan Sabha Election-2018- Under the Voters Awareness programme (SVEEP), in order to spread awareness among the voters, various activities were organized in a phase manner at large scale in the districts:-

Voters awareness programme organized on the occasion of Harchhath and Teej festival in order to spread awareness among female voters of rural areas.

Programme held to felicitate senior citizens at each gram panchayat on October 2, 2018 to create awareness among the senior voters towards voting.

Gramotsav organized to make rural voters aware apart from VVPAT demonstration.

Selection of Janki Gound and Shreya Agarwal as district icons to make voters aware under voters awareness programme.

Voter awareness programme organized amidst eunuch community members.

Voter awareness programme amidst ex-servicemen of the Army sector.
In the same sequence, display of branding material like badges, T-shirts, luggage tags on air ports and caps based on “Your Vote-Your Strength” Vidhan Sabha Election 2018 and LEDs in different areas, with flexes and posters at various intersections and efforts to make youth, senior citizens, disabled, urban and rural women aware of voting rights using stickers of slogans of voter awareness programme at sweet shops during the festival of Diwali, will prove to be helpful in increasing the voting percentage to 78 percent in this Vidhan Sabha election 2018 from 64 per cent in the last Vidhan Sabha election. It has also been ensured by the Voter Awareness Programme that the voters above 18 years of age will come out of their homes to ensure maximum use of their franchise. A mapshot of activities under the SVEEP programme in the district has been launched.
