Meeting Next Week To Decide Fate of 40% Property Tax Exemption In Pune

Mumbai/Pune, 8th March 2023: A delegation of BJP MLAs led by Pune Guardian Minister Chandrakant Patil met with Chief Minister Eknath Shinde and Deputy Chief Minister and Revenue Minister Devendra Fadnavis today to discuss the cancellation of the 40% property tax exemption from Pune Municipal Corporation (PMC). The NCP MLAs protested on the steps of the Legislature to demand that the concession be re-implemented.

The delegation made several demands, including that the 40% property tax exemption not be taken from self-occupied residential properties from August 1, 2019, and that the difference amount from 15% to 10% of maintenance cost not be recovered from April 1, 2010.

The Pune Municipal Corporation Resolution No. 5 of March 3, 1970, provided a 40% discount on property taxes, and the rent of premises occupied by landlords themselves was kept at 60% of the reasonable rent. However, an audit of the Municipal Corporation for the years 2010-2020 raised objections to giving a 15% discount instead of 10%, which led to the government splitting the above resolution according to their decision of August 1, 2019.

Due to this fragmentation, the tax collection office proposed canceling the 40% discount for property holders in the city from August 1, 2019, and sending a bill for the difference. This move was seen as unfair to close the discount and recover the difference amount retrospectively. The main meeting of Pune Municipal Corporation decided to continue both concessions as per Resolution No. 320 of August 28, 2019, but this resolution was suspended by the state government. If the relief is to be realized with retrospective effect, it will burden the current property holders and citizens.

Guardian Minister Chandrakant Patil organized a meeting at the Municipal Commissioner’s office and the Ministry to consider this situation. In this meeting, postponement of the recovery of percentage difference amounts from March 31, 2023, was discussed. The Chief Minister of Maharashtra has given a verbal order to hold a meeting with concerned officials for a final decision. The Additional Municipal Commissioner (Estates) urged citizens not to take further action until further decisions regarding the difference amounts.

A meeting will be held in Mumbai next week to discuss maintaining the property tax exemption through the Pune Municipal Corporation. The decision taken in this meeting is expected to give relief to the people of Pune and be in the best interests of the citizens.
