No Home Fitment Fee for HSRP Installation at Bulk Locations: Maharashtra Transport Commissioner
Pune, 22nd March 2025: The Maharashtra Transport Commissioner’s office has issued a circular stating that no home fitment fee will be charged for installing High-Security Registration Plates (HSRP) when 25 or more vehicles are fitted at a single location. This initiative aims to streamline the process and ensure timely installation.
The circular outlines guidelines for installing HSRP on vehicles registered before 1 April 2019. However, after reviewing the progress, authorities found that the installation of HSRP on older vehicles has been slow.
Regional Transport Officers (RTOs) and Assistant RTOs have been directed to assess the number of fitting centers in their jurisdictions and ensure that additional centers are set up where necessary. Forms for establishing new centers have been provided along with the circular. Motor Vehicle Inspectors must inspect these centers and grant operational approval at their level.
Meanwhile, complaints have emerged that many vehicles registered after 1 April 2019 were delivered to owners without HSRP. In such cases, RTOs have been instructed to review vehicle dealers, and if they are found to have distributed vehicles without HSRP plates, they will face action under the Motor Vehicles Act, 1988.
Additionally, all RTOs have been advised to hold meetings with bus, auto-rickshaw, taxi, and truck associations to encourage their members to install HSRP. If 25 or more vehicle owners in an area apply for HSRP, the concerned agency will install the plates at a central location or within housing societies at no additional home fitment cost.
Due to slow implementation, the Maharashtra Transport Department has once again extended the deadline for installing HSRP on old vehicles. The new deadline is now June 30.
