Only 30% Vehicles in Pune Have High-Security Number Plates; RTO Warns of Action After November 30

Pune, 10th November 2025: Despite five extensions by the State Transport Department, only 30 percent of vehicles in Pune have installed High-Security Registration Plates (HSRP) so far. With the final deadline set for November 30, the Regional Transport Office (RTO) has made it clear that no further extension will be granted, and action will be taken against violators from December 1.

According to official data, out of 24,28,589 vehicles registered with the Pune RTO, only 7,25,678 have been fitted with HSRP. Around 9,31,281 vehicle owners have completed the registration process but are yet to receive their plates, while as many as 17,02,911 vehicles still do not have the mandatory high-security plates installed.

The transport department attributed the slow progress to several factors, including poor response from vehicle owners, issues with online registration, delays in receiving number plates, and additional charges being demanded by central operators.

Deputy Regional Transport Officer (RTO) Swapnil Bhosale said, “Vehicle owners have already been given multiple extensions, yet the response has been unsatisfactory. If the deadline is not met this time, strict action will be taken against vehicles without HSRP after November 30.”

Vehicles found without HSRP after the deadline may face a fine of ₹1,000 and other penalties as per transport regulations.

The High-Security Registration Plate is designed to curb vehicle theft and improve traceability by incorporating features such as a laser-etched code, chromium-based hologram, and tamper-proof snap lock.

Officials have urged vehicle owners to complete the HSRP installation process at the earliest to avoid last-minute rush and penalties.
