Pimpri Chinchwad: FIR Filed After Two Senior Citizens Bitten by Pet Dog at Charholi Housing Society

Dighi, 7th September 2026: Dighi police have registered a case against a resident of Genesis Society in Wadmukhwadi, Charholi, after his pet dog allegedly bit two senior citizens on September 3.

According to FIR No. 0505/2026, registered at Dighi Police Station at 3.46 am on September 4, the accused has been identified as Vikram Ramswaroop Bakshi, a resident of the same housing society. The case was registered following a complaint by 70-year-old retired resident Prakash Keshav Pawar.

The FIR invokes Sections 125, 125(a) and 291 of the Bharatiya Nyaya Sanhita, 2023. Sections 125 and 125(a) concern rash or negligent acts endangering life or personal safety and causing hurt, while Section 291 deals with negligent conduct involving an animal under a person’s control.

Two dog-bite incidents reported on same day
Pawar told police that he had gone for an evening walk on September 3. At approximately 8.30 pm, while returning home through the society and passing Bakshi’s residence, a white pet dog allegedly charged at him and bit him on the calf of his right leg.

The complainant alleged that the dog had been left loose without adequate precautions, despite residents previously raising concerns about dogs chasing people inside the society. Pawar subsequently received medical treatment for the injury and approached Dighi Police Station with his son to lodge a complaint.

The FIR also records a separate incident involving 67-year-old society resident Narsingh Narayan Thakur. According to the complaint, Thakur was on a morning walk at around 6.45 am on September 3 when the same white dog allegedly attacked him near Bakshi’s residence and bit his left calf. He also underwent medical treatment.

Police have assigned the investigation to Police Sub-Inspector Aba Narayan Katpale.
Residents allege wider sanitation and safety problems
Following the incidents, residents submitted a representation seeking the urgent intervention of Bhosari MLA Mahesh Landge. Landge represents the Bhosari Assembly constituency in the Maharashtra Legislative Assembly.

In their representation, residents alleged that Bakshi keeps approximately 15 to 20 dogs in and around his home and a passage or common-use area. They claimed that the large number of animals has resulted in foul smells, unhygienic conditions and wastewater entering common areas when the dogs are bathed.

Residents also alleged that stray dogs are regularly fed near the society’s entrance and access road, causing them to gather there. According to the representation, dogs have chased, barked at and, in some cases, bitten people entering or leaving the premises.

The residents said the situation has created particular anxiety among parents, women and senior citizens. Some parents are reportedly afraid to allow their children to move around the society premises unaccompanied.
They further claimed that repeated attempts to resolve the matter through discussions with the dog owner, the society chairman and the managing committee had failed. Complaints were also reportedly submitted to the Pimpri-Chinchwad Municipal Corporation, but residents said a lasting solution had not yet been implemented.

Joint intervention sought
The representation asks the MLA to coordinate action by PCMC officials, the municipal veterinary department, police and the society management. Residents have sought measures to address sanitation, regulate the keeping and movement of pet dogs, manage stray-dog congregation points and protect people using the society’s common areas.

“We do not want a personal dispute with anyone. Our only demand is a clean, healthy and safe environment for every resident of the society,” the representation states.
