PMC Elections: Anil Mishra Unveils 14-Point Manifesto for Wagholi, Kharadi, Chandannagar
Wagholi/Kharadi, 13th January 2026: Anil Kumar Mishra, President of the WACO Welfare Association (Team WACO), is contesting the upcoming Pune Municipal Corporation (PMC) Election 2026 as an independent candidate. Contesting from Ward No. 4 (Wagholi, Kharadi, Chandannagar), Mishra has positioned himself as a highly educated candidate and a “strong voice against corruption,” promising a comprehensive overhaul of the region’s crumbling infrastructure.
Mishra, who holds degrees in B.Sc. (Hon), M.A. (Economics), M.B.A. (Finance), and F.R.M. from the USA, is running on a platform built on years of social activism and legal battles against civic apathy.
A Track Record of Conflict and Resolution
The campaign highlights Mishra’s history of holding the administration accountable through “Team WACO.” His most prominent achievement cited is a Public Interest Litigation (PIL) filed in the High Court against the PMC regarding illogical property tax collection.
“Our stance has always been principled,” Mishra stated. “If there are no roads, no water, and no drainage, there should be no property tax. I filed the petition in the High Court to stop the unjust recovery of taxes from Wagholi residents who are deprived of basic amenities. I am entering this election to ensure that the administration stops making empty promises and starts delivering results.”
His campaign materials detail a timeline of agitation, including:
The “Virat Jan Andolan” (Mass Protests): Organized between December 2022 and July 2023, these protests forced the PMC to prepare a Detailed Project Report (DPR) for a ₹230 crore water supply scheme and allocate budget for drainage in 23 merged villages.
Hunger Strikes: Mishra undertook indefinite hunger strikes to resolve the long-pending Bakori Road issue (pending for 15 years) and sewage issues at Ivy Estate.
Voter Empowerment: His team claims to have helped over 8,000 citizens obtain voter IDs and held high-level meetings with Deputy CM Ajit Pawar to fast-track infrastructure projects.
Manifesto Highlights: A ‘Tanker-Free’ Future
Mishra’s “Sankalp Patra” (Manifesto) outlines a 14-point development agenda aimed at transforming the living standards of Ward No. 4. Key promises include:
Water & Drainage: Ensuring clean drinking water for every home and making housing societies “Tanker-free.” He has also pledged to develop a complete end-to-end drainage system to prevent waterlogging.
Society Rights: A major focus of his campaign is providing free assistance for Conveyance Deeds (legal transfer of ownership from builders) to housing societies, a persistent issue in Pune’s IT corridor.
Infrastructure: Construction of internal roads with proper drainage, uninterrupted electricity supply for Wagholi and Kharadi, and 100% dust control measures on construction sites.
Public Amenities: The establishment of public libraries in every area, modern government hospitals, and dedicated vegetable markets to clear traffic congestion.
Women Empowerment: Formation of self-help groups with financial and technical assistance to boost self-employment among women.
Heritage and Culture
Beyond infrastructure, the manifesto also promises the conservation and renovation of cultural sites, specifically the historic Wagheshwar Temple.
With the slogan “Service and Struggle” (Seva aur Sangharsh), Mishra is appealing to the urban voters of Pune’s eastern corridor to elect a representative who combines professional qualifications with a history of street-level activism.
