PMC Issues New Rules for Safe Demolition of Old Buildings in Pune

Pune, 5th November 2025: The Pune Municipal Corporation (PMC) has introduced new regulations to ensure that old building demolition works across the city are carried out safely and without causing inconvenience to citizens. The policy, approved by Municipal Commissioner Naval Kishor Ram, aims to control dust, noise, traffic disruption, and safety risks often associated with redevelopment projects.

Several old buildings and bungalows in Pune’s central areas and suburbs are being demolished to make way for new constructions. However, residents have been facing issues such as excessive dust, noise pollution, and traffic chaos during demolition. In some cases, the debris is transported unsafely, posing a threat to pedestrians and nearby structures.

Citizens have also expressed fear that certain redevelopment activities are allegedly controlled by people with political connections and criminal backgrounds, leaving them hesitant to raise complaints.

Responding to these concerns, Maharashtra Navnirman Sena (MNS) General Secretary Hemant Sambhus had filed a complaint in July demanding that the civic body frame guidelines for safe demolition practices. Acting on this, the PMC’s Construction Department drafted a detailed set of regulations, which have now been formally approved.

“These new regulations are a welcome step, but they must be implemented strictly. There should be close monitoring by the Commissioner’s office to ensure that politically backed builders do not flout them,” Sambhus said.

According to the new PMC policy, construction professionals will be allowed to begin new projects only after they receive a completion certificate for safe demolition from the Executive Engineer.

Key Regulations for Demolition Work:
A full-time security guard must be appointed at every demolition site.
A 25-foot-high signboard should be displayed along the site boundary.
If demolition poses any danger to nearby buildings, those premises must be vacated.
Water should be sprayed regularly, and sprinkler systems installed to prevent dust pollution.
Written intimation must be given to neighboring societies, police, and the fire brigade before work begins.
Debris-laden trucks must be covered with green cloth while transporting materials.
Photographs of each demolition stage must be submitted to the PMC.
A structural engineer must certify that the demolition has been carried out safely and technically sound.
Permission for new construction will be granted only after this process is completed.

The civic body believes these measures will help bring greater accountability to redevelopment projects and improve safety and environmental standards in Pune’s growing urban landscape.
