Pune: PMC to Scrap, Retender Chandani Chowk-Bhugaon Flyover Project Amid Allegations of Irregularities

Pune, 3rd September 2026: The Pune Municipal Corporation (PMC) has decided to cancel and retender the project for construction of a flyover and grade separator along a proposed 60-metre-wide road between Chandani Chowk and Bhugaon, following allegations of irregularities in the tender process.

Municipal Commissioner Naval Kishor Ram on Wednesday directed the concerned department to initiate the retendering process. Officials said the fresh tender is likely to be issued within the next few days.

The decision follows allegations by Congress corporator Arvind Shinde, who had claimed that conditions in the tender were modified to favour a particular contractor. In a letter to the municipal commissioner earlier this week, Shinde had sought cancellation of the tender process.

Shinde had also raised questions over the project cost, claiming that the tender amount was around Rs 45 crore higher than the estimate prepared by the civic body’s estimate committee. He further alleged that BJP office-bearers were attempting to ensure that the contract was awarded to a preferred contractor.

Civic officials, however, disputed the claim regarding the cost difference. They said the actual gap between the estimate and the tendered project cost was around Rs 2 crore.

According to officials, the estimate committee had finalised the project estimate in December 2025. Since then, the prices of some construction materials had increased. Further changes were required based on the approved drawings and actual site conditions, resulting in the increase in the project cost, officials said.

The PMC has now decided to invite fresh bids for the project. Officials said the retendering process would be initiated shortly.
