Pune, 29th October 2026: Citizens will no longer have to visit the Pune Metropolitan Region Development Authority (PMRDA) office to obtain zone certificates, part plans and site elevation certificates, with the authority introducing a GIS-based geoportal to issue the documents online within seconds.

The initiative has been launched under the Right to Public Services Act and the state government’s administrative process re-engineering initiative. Applicants will be able to apply from home and verify the authenticity of certificates through QR codes.

Earlier, a zone certificate took seven days to obtain, a part plan three days and a site elevation certificate up to 10 days. The process involved checking paper maps of the regional plan and verifying the location and elevation of plots. The new system automates these procedures by digitising the Pune Regional Plan approved in 1997 and using digital elevation models, topographic sheets and other geographical data.

The geoportal provides information on 674 villages within the PMRDA jurisdiction and features more than 25 layers of geographical information. These include metro routes, transit-oriented development (TOD) zones, the affected area of the proposed Purandar airport, the National Defence Academy (NDA) buffer zone, the High Energy Materials Research Laboratory (HEMRL) boundary, railway lines and flood lines.

The system will also provide a part plan along with the zone certificate, reducing manual intervention and delays in obtaining land-related information.

“Citizens will now be able to access preliminary information about roads, flood lines, metro routes and planning around plots within the PMRDA jurisdiction from their homes. Making all three certificates available online without delay will save time and make administration more transparent, efficient and citizen-friendly,” said Dr Abhijit Chaudhari, metropolitan commissioner, PMRDA.
