Pune RTO Takes Action Against 2,684 Vehicles Without HSRP Number Plates
Pune, 19th July 2026: The Pune Regional Transport Office (RTO) has intensified its enforcement drive against vehicles without High Security Registration Plates (HSRP), taking action against 2,684 vehicles during the first 15 days after the sixth and final installation deadline expired on June 30.
According to the RTO, the action was carried out by the department’s Flying Squad, which has been conducting inspections across the Pune region. Under the provisions of the Motor Vehicles Act, vehicle owners found without HSRP number plates are liable to pay a fine of ₹1,000.
The Transport Department has also suspended several key services for vehicles that have not been fitted with HSRP plates. These include transfer of ownership, addition or removal of hypothecation, vehicle re-registration, approval for vehicle modifications, permit renewals, and other related services.
However, the department clarified that vehicle owners who applied for HSRP on or before June 30 will not face enforcement action, even if their number plates have not yet been installed.
Officials said that 956,347 vehicles under the Pune RTO’s jurisdiction have so far been fitted with HSRP plates. A total of 1,169,023 vehicle owners have applied for HSRP, while 1,163,333 installation appointments have been scheduled.
The Pune RTO estimates that nearly 2.428 million vehicles registered before April 1, 2019, are required to install HSRP plates, as vehicles registered on or after that date are supplied with HSRP plates by manufacturers.
The Transport Department extended the HSRP installation deadline six times—from April 30 to June 30, August 15, November 30, and December 31 last year, before granting a final extension until June 30 this year. Despite these repeated extensions, officials said a significant number of vehicle owners have yet to comply with the mandatory requirement.
Vehicle owners’ associations said delayed installation appointments and incidents of online fraud by individuals claiming to facilitate HSRP registration have discouraged many motorists from applying. Several vehicle owners reportedly lost money to fraudulent schemes, leading to hesitation among others.
The RTO has advised vehicle owners who submitted their applications before the June 30 deadline but are facing issues with installation appointments to send their grievances to [email protected].
HSRP plates are made of aluminium and feature a 10-digit laser-etched unique identification number, a tamper-proof hologram containing vehicle details, and a retro-reflective film that improves visibility at night. These security features are designed to prevent the use of fake or tampered number plates and help law enforcement agencies identify stolen vehicles more effectively.
