Sharp Rise In Learner And Permanent Driving Licenses In Pune, RTO Data Reveals
Pune, 7th April 2025: Pune has seen a significant rise in the number of learner and permanent driving licenses issued over the past financial year. According to recent statistics from the Pune Regional Transport Office (RTO), there were over 29,000 more learner licenses and more than 23,000 additional permanent licenses issued this year compared to last year.
Currently, learner driving tests in Pune are conducted at the RTO facility in Sangamwadi. For permanent license testing, two-wheelers are tested at the Alandi Road RTO office, while four-wheeler tests are held at the Institute of Driving Training and Research (IDTR) in Bhosari.
This year, the number of permanent driving licenses rose to 1,56,000, reflecting an increase of 23,698 over the previous year. Learner licenses saw the highest jump, with the total rising to 3,07,334 — a surge of 29,430 from last year.
The number of international driving permits showed only a marginal increase. In 2023-24, 5,210 international permits were issued, rising slightly to 5,266 this year — a growth of just 56 permits.

Commenting on the trend, Swapnil Bhosale, Deputy Regional Transport Officer, Pune stated that the increase in licenses reflects a rise in the number of new vehicle owners. “It is encouraging that more people are obtaining licenses. Those who are yet to apply should do so, especially since the process for learner licenses is now available online,” he added further.
