Streamlined Property Tax Process for Homebuyers in Pune and 13 Other Municipal Corporations In Maharashtra

Pune, 18th December 2023: In a significant move toward enhancing the ease of property transactions, homebuyers in Pune and 13 other Municipal Corporations in Maharashtra will now be automatically designated as ‘Tax Payer’ upon the purchase of a flat. This innovative facility, currently operational in Mumbai and Panvel Municipal Corporations, eliminates the need for buyers to make a separate application to the Municipal Corporation.

The initiative, aimed at simplifying property registration and tax payment processes, has been proposed by 14 Municipal Corporations in the state. The proposal, sent to the Registration and Stamp Duty Department, is expected to be implemented within the next eight days.

This system was first introduced in Delhi and Mumbai as part of the World Bank’s Ease of Doing Business initiative. Mumbai has been running this facility since 2019, and Panvel Municipal Corporation recently adopted it. Previously, property buyers had to personally apply to the municipality to update their name after purchase. The auto mutation of property, a process where ownership details are automatically updated after registration, will now take place seamlessly.

The integration of servers between the Registration and Stamp Duty Department and the respective Municipal Corporation allows for the automatic transfer of information, avoiding the need for buyers to visit the municipal corporation separately. This integration facilitates the updating of property cards and tax records after a property is bought and sold.

Buyers can expect a hassle-free process where, upon completion of the purchase and sale deed, their name will be automatically recorded as the tax payer, provided that the information from the Municipal Corporation and the deed match 100%. In cases where there is a discrepancy, the Municipal Corporation will promptly contact the buyer for clarification.

Municipalities such as Navi Mumbai, Thane, Pimpri-Chinchwad, Sangli-Miraj-Kupwad, and others have submitted proposals for the implementation of this system.

Abhishek Deshmukh, Deputy Inspector General (Computer) of the Registration and Stamp Duty Department, assured that this streamlined facility will be initiated in the coming days, marking a significant leap forward in simplifying property transactions and tax obligations for homeowners.
