UGC’s Revised Fee Refund Policy Brings Clarity And Protection For Students
New Delhi, 4th July 2023: The University Grants Commission (UGC) has recently announced the fee refund policy for the academic year 2023-24. The new policy outlines the refund process for students who cancel their admission to higher education institutions.
According to the UGC circular released by Secretary Prof. Manish Joshi, complaints from student-parents regarding fee refund prompted discussions and decisions in a UGC meeting held on June 27.
As per the revised policy, if a student cancels their admission by September 30th, the higher education institution is obligated to refund the entire fee. However, if the admission is canceled between October 1st and October 31st, the institution is allowed to deduct a maximum processing fee of one thousand rupees from the refund. The UGC has also warned that actions will be taken against students who fail to return fees and original documents.
To provide clarity on the refund percentages, the UGC circular states that cancellation of admission before fifteen days or before the last date of admission will result in a 100% fee refund. For cancellations made within fifteen days of the last date of admission, 90% of the fee will be refunded. If the cancellation occurs between fifteen and thirty days after the last date of admission, 50% of the fee will be refunded. It should be noted that if the admission is canceled after thirty days from the last date of admission, no refund will be provided.
The fee refund policy aims to address concerns raised by students and parents, ensuring a transparent and fair process for refunding fees in case of admission cancellations. By establishing clear guidelines, the UGC intends to safeguard the rights and interests of students and higher education institutions alike.
