312 km Metro Network, 11,000 Buses Part of Pune’s Rs 1.33 Lakh Crore Mobility Plan

Pune, 8th August 2025: A ₹1.33 lakh crore Comprehensive Mobility Plan (CMP) aimed at transforming the transport ecosystem of the Pune Metropolitan Region (PMR) over the next three decades was presented to Maharashtra Chief Minister Devendra Fadnavis at a high-level meeting held at YASHADA on Friday.

The meeting, chaired by CM Fadnavis, was attended by Deputy Chief Minister and Pune District Guardian Minister Ajit Pawar, Minister of State for Civil Aviation and Cooperation Murlidhar Mohol, and Minister of State for Higher and Technical Education Chandrakant Patil, along with senior administrative, civic, and law enforcement officials.

Prepared by Maharashtra Metro Rail Corporation Limited (Maha Metro), the CMP envisions a people-friendly PMR with integrated land use and transport systems, improved accessibility, multimodal connectivity, and a strong focus on sustainability. It sets a target of achieving a 50% public transport modal share by 2054.

Key Mobility Proposals
Maha Metro Managing Director Shravan Hardikar, who presented the CMP, outlined major proposals including:
Metro & Metro-lite Expansion: 312 km of new corridors in addition to existing and under-construction lines.
BRTS & High-Frequency Bus Corridors: 80.5 km of new BRTS routes and 46.3 km of high-frequency bus routes.
Bus Fleet Expansion: PMPML fleet to grow from the current size to 4,000 buses in the near term, and 11,564 buses by 2054, covering 641 km of new routes.
Infrastructure Upgrades: Redevelopment of 12 PMPML bus terminals and construction of 11 new ones; redevelopment of 5 depots and creation of 15 new depots.
Intercity Connectivity: Redevelopment of 7 Inter-State Bus Terminals (ISBTs) and construction of 5 new ones.

Road & Traffic Improvements
The CMP proposes 552 km of missing road links in PMC and PCMC, 438 km of road widening, and 290 km of ring roads (inner, intermediate, and outer). Plans also include 18 flyovers, 20 rail over/under bridges, and 19 river bridges.

Green Mobility & Non-Motorised Transport
For pedestrians and cyclists, the CMP recommends 341 km of footpaths and 230 km of cycle tracks in PMC, and 266 km of footpaths and 170 km of cycle tracks in PCMC. Sixteen key locations have been identified for pedestrian grade-separated crossings.

Freight & Logistics
The plan incorporates 14 truck terminals, 7 logistics hubs, and 26 multi-modal transport hubs across PMR. Connectivity to the proposed Purandar airport will be ensured through Metro, Indian Railways, and road links.

Phased Implementation & Stakeholder Input
The CMP will be implemented in three phases till 2054, with a total investment of ₹1.33 lakh crore. The proposals were shaped through consultations with stakeholders including PMC, PCMC, PMRDA, NHAI, Pune Traffic Police, RTO, PMPML, Airport Authority of India, MIDC, municipal councils, and cantonment boards, along with public consultations involving elected representatives, experts, and transport operators.

Path to Approval
The state government’s approval of the CMP is currently pending. CM Fadnavis assured that the meeting had set the stage for its early clearance, marking a major step toward a fully integrated, sustainable, and future-ready transport system for the Pune Metropolitan Region.
