Illegal Bangladeshi Migrant Hiring to Attract Legal Action in Maharashtra

Mumbai, 28th June 2025: In a strong move aimed at tackling the issue of illegal immigration, the Maharashtra government has issued a circular holding owners of businesses and establishments legally accountable if they are found employing illegal Bangladeshi nationals. The state also signaled its intent to amend existing laws to take stricter action against violators, if necessary.

The circular, issued on Friday by the Home Department, warns that providing employment or shelter to infiltrators could be deemed as aiding unlawful activity. The state plans to implement an online document verification system to curb the use of forged identity papers often used by illegal migrants to gain employment.

Citing ongoing investigations, the circular notes that several such individuals have found jobs with builders, traders, industrial units, and other economic sectors. “Many infiltrators are hired because they accept lower wages. However, such decisions can compromise national security,” the circular states.

A senior Home Department official said, “This directive sends a clear message—knowingly or unknowingly employing an illegal migrant will now come with consequences. It is not only a matter of labour practices but one that touches the core of security and legality.”

The circular further adds that any government officer or staff member who helps illegal migrants obtain documents using fake identities will face criminal charges. It calls on all administrative departments to issue parallel instructions to regional offices ensuring enforcement.

In response to increasing concerns, Minister of State for Home, Yogesh Kadam, had earlier informed the state assembly in March that developers and contractors in Mumbai were being asked to submit declarations affirming they do not hire illegal Bangladeshi nationals.

“Employers must carry out proper background checks and adhere to verification protocols. This isn’t just about illegal stay—it’s about the potential misuse of public services and a breach of safety for residents,” Kadam said during the assembly session.

Friday’s circular also highlighted concerns over such infiltrators taking undue advantage of state welfare schemes, and made it clear that “no infiltrating Bangladeshi national should be employed for any job or in any commercial activity”. The state has urged all departments to ensure strict compliance with this directive.

This move is part of a broader effort by the Maharashtra government to tighten its internal security framework and ensure that public resources and opportunities are reserved for legal residents and citizens.
