Railways Revises Emergency Quota Rules; Passengers Must Submit Requests a Day in Advance

New Delhi, 24th July 2025: Indian Railways has updated the guidelines for submitting Emergency Quota (EQ) ticket requests, requiring passengers to file their applications at least a day prior to travel. The new rules aim to streamline the EQ allocation process and minimise last-minute disruptions in train operations.

As per the latest circular, requests for Emergency Quota seats in trains departing between 12:00 AM and 2:00 PM must reach the EQ cell by 12:00 noon on the previous day of the journey. For trains scheduled to depart between 2:01 PM and 11:59 PM, EQ requests must be submitted by 4:00 PM on the preceding day.

For trains departing on Sundays or public holidays, the circular mandates that EQ requests should be filed during office hours on the last working day before the journey.

Emergency Quota seats are primarily reserved for VIPs, railway officials, and passengers facing urgent medical or official emergencies. However, the Railway Board has noted that a large volume of EQ requests often leads to delays in finalising reservation charts, affecting passengers on waiting lists.

The new timings have been introduced to align with Indian Railways’ policy of finalising reservation charts eight hours before train departure. This move is intended to enhance operational efficiency, reduce last-minute adjustments, and ensure smoother travel experiences for passengers.

Railway officials have been instructed to strictly comply with the revised submission timelines to avoid disruptions in chart preparation and subsequent delays in train departures. The ministry has reiterated its commitment to judiciously allotting EQ seats, ensuring that the facility serves its intended purpose effectively.
