Pune: Uncertainty Looms Over Construction Sector as Land Records Department Cancels Illegal Occupancy Maps

Pune, 18th August 2025: The future of several construction and non-agricultural (NA) proposals in Pune has become uncertain after the District Superintendent of Land Records ordered the immediate cancellation of occupancy calculation maps prepared in violation of rules over the past six months.

The move has created a stir in the construction sector, as many building permits and NA certificates were reportedly granted based on these disputed maps. The decision has left developers, landowners, and citizens questioning the validity of their approvals and the way forward.

What triggered the decision?
According to the Land Records Department, the subdivision of land should be calculated strictly in line with occupancy records and only with the consent of all co-owners. Such maps can be prepared legally only if the municipal corporation, municipal council, or development authority issues a temporary layout approval letter.

However, it has come to light that several enumeration offices issued occupancy maps in violation of these norms. Some offices allegedly used the “boundary permanent enumeration” application to distribute internal occupancy maps, bypassing legal requirements. As a result, authorities have now ordered the cancellation of all such maps issued within the last six months.
