Pune: UGC Issues Strict Directive: Universities Must Conduct Exams and Issue Certificates on Time

Pune, 29th November 2025: The University Grants Commission (UGC) has issued a stringent directive to all higher education institutions across India, mandating timely conduct of examinations and prompt issuance of degree certificates. The move aims to address repeated complaints about delays in exams and certificate distribution, which have affected students’ career prospects and opportunities for further studies.

In an official circular, UGC Secretary Prof. Manish Joshi stressed that every university and college must adhere to its academic calendar. Institutions are required to conduct exams as scheduled and issue degree certificates without delay. Failure to comply with these instructions may result in strict action from the UGC.

The circular references the 2008 UGC regulations, particularly Clause 4.4, which stipulates that degree certificates must be awarded within 180 days of a student becoming eligible. It underscores students’ rights to timely examinations, results, and certificate issuance, highlighting that delays can adversely impact employability and higher education opportunities.

By issuing this directive, the UGC has signaled a firm approach to ensure accountability in India’s higher education system. Institutions are expected to eliminate bureaucratic delays and guarantee that students receive certificates promptly, preserving the integrity and efficiency of academic processes.
