Push for Deemed Conveyance Speed-Up: Pune Collector Assigns Special Officers

Pune, 4th December 2025: District Collector Jitendra Dudi has instructed officials to expedite all pending deemed conveyance cases of cooperative housing societies, stressing the need for faster disposal to safeguard residents’ property rights. He also announced that select sub-registrars will be given exclusive responsibility to handle the registration of deemed conveyance documents, which serve as the legal conveyance deed in the absence of a developer’s initiative.

Dudi issued these directives during a district-level coordination committee meeting held on Wednesday. The meeting was attended by District Deputy Registrar (Cooperatives) Sanjay Raut, Pune Rural Deputy Registrar Prakash Jagtap, PCMC Deputy Commissioner Pankaj Patil, Pune City Administrative Officer Mangesh Khamkar, Pune Rural Administrative Officer Anil Jagtap, Maharashtra State Federation of Cooperative Housing Societies president Suhas Patwardhan and advocate Vasant Karjatkar.

The Collector pointed out that although the law mandates completion of deemed conveyance within four months of a society’s formation, a large number of cases continue to remain unresolved. He urged the authorities to ensure strict and comprehensive action while also urging developers to cooperate by completing conveyance procedures in a timely manner.

Sharing statistics, Sanjay Raut informed that Pune district has 22,955 registered cooperative housing societies. Of the 6,553 applications filed for deemed conveyance, the process has been completed in 6,224 cases, while 3,057 societies have received conveyance directly from their developers.

Patwardhan said the federation is working closely with the administration to support societies and recommended that the Registration and Stamps Department introduce a single-window system to simplify and speed up deemed conveyance procedures.
