Pune: Wife Elected, Husband in Control? PMC Incident Sparks Debate on ‘Proxy Governance’

Pune, 24th January 2026: Even as 50 per cent reservation for women in municipal elections is meant to ensure equal political participation, an incident in the Pune Municipal Corporation (PMC) has raised concerns over “proxy governance”, with the husband of a newly elected woman corporator allegedly interfering in official work.

In the recent municipal elections, political parties fielded women candidates not only for reserved seats but also in general constituencies. As a result, 88 women corporators have been elected to the civic body, which has 83 seats reserved for women. However, even before some corporators have formally assumed their responsibilities, reports of spouses intervening in civic affairs have surfaced.

According to civic sources, the husband of a newly elected woman corporator took an active role during a sanitation review meeting held after a felicitation programme organised by PMC staff. While the corporator remained largely silent during the meeting, her husband questioned civic officials on cleanliness issues and instructed them to provide daily updates on sanitation work in the area.

A video of the meeting later surfaced on social media and went viral, bringing the incident to public attention. The footage has triggered criticism that elected women representatives are being sidelined, while unelected family members are exercising authority over municipal officials.

The incident has reignited debate on whether the objective of women’s reservation in local self-government is being undermined. Questions are now being raised about whether women corporators will be allowed to function independently, or whether power will continue to be exercised by their husbands behind the scenes.

Civic officials said the matter is being examined, and the episode has prompted renewed calls to ensure that only elected representatives participate in official meetings and decision-making, in keeping with the spirit of women’s empowerment.
