Lok Sabha in Uproar as Rahul Gandhi References Unpublished Gen. Naravane Memoir During Budget Debate
New Delhi, 2nd February 2026: The Lok Sabha witnessed a major disruption on Monday after Leader of Opposition Rahul Gandhi cited excerpts from an unpublished memoir by former Army Chief Gen. MM Naravane (Retd) during the ongoing discussion on the Motion of Thanks to the President’s Address. The debate came a day after Finance Minister Nirmala Sitharaman presented her ninth consecutive Union Budget. The proceedings were brought to a halt as Defence Minister Rajnath Singh and Home Minister Amit Shah objected, insisting that only formally published sources may be quoted in Parliament.
Speaker Om Birla subsequently ordered the remarks expunged from the record, and the House was adjourned amid uproar.
Ahead of the session, Gandhi had declined to comment on the Budget outside the House, saying he would raise his points on the parliamentary floor. When questioned by reporters, he remarked:
“I will speak tomorrow, using the platform provided by Parliament.”
He was accompanied by his sister Priyanka Gandhi, MP from Wayanad, and both left without further statements. Later, on X (formerly Twitter), Rahul Gandhi highlighted issues he said the Budget ignored, including youth unemployment, declining manufacturing, capital outflow, falling household savings, farmer distress, and looming global economic shocks.
Controversy Over Gen. Naravane’s Memoir-
The uproar was triggered by Gandhi’s reference to Four Stars of Destiny, the unpublished memoir of Gen. MM Naravane, covering his tenure as Army Chief from 2019 to 2022. The memoir reportedly details sensitive military events such as the 2020 Galwan clash, Doklam standoff, Chinese LAC movements, and the Agnipath scheme. While excerpts were published by The Caravan in December 2023, the book itself remains pending approval from the Ministry of Defence since 2023.
By quoting the unpublished material to question the government’s handling of border security, Gandhi drew sharp objections from Ministers Singh and Shah, who cited the unverified and unpublished nature of the content.
The incident highlights the delicate balance between national security considerations, parliamentary protocol, and political debate, particularly during the high-stakes Budget session.
