Pune Merged Villages: Govt Directs Authorities to Clear Building Permissions in 60 Days

Pune, 6th April 2026: The Urban Development Department has directed authorities to take a decision on building permission proposals from newly merged villages within 60 days, in a move expected to speed up long-pending approvals in the Pune Municipal Corporation (PMC) limits.

According to the directive, proposals for construction permissions in the merged villages that were earlier handled by the Pune Metropolitan Region Development Authority (PMRDA) must be processed within 60 days. The time frame will be calculated from the date of the government notification issued in this regard.

The order is expected to accelerate the clearance of several pending proposals related to building permissions and the use of Transferable Development Rights (TDR) in the 23 villages that were recently merged into the PMC limits.

Earlier, PMRDA held the authority to grant building permissions in these villages as the special planning authority. However, following directions from then Deputy Chief Minister Ajit Pawar last year, the state government decided to transfer these powers to the Pune Municipal Corporation. Subsequently, the Urban Development Department issued a notification on February 11 transferring the special planning authority powers from PMRDA to PMC for the merged villages.

Despite nearly two months having passed since the notification, PMC officials said that PMRDA has yet to hand over the relevant records and documents related to the pending proposals. As a result, the civic body has been unable to take action on several applications.

Taking note of the delay, the Urban Development Department has now issued clear instructions stating that the planning authority currently holding jurisdiction over the area must decide on all pending development permission proposals within 60 days, either by granting or rejecting them.

The order further states that if the existing planning authority fails to process the proposals within the stipulated period, the applications should be transferred to the newly appointed planning authority for further action. The directive specifically instructs PMRDA to comply with these guidelines.
