Pune: PMC Makes Prior Approval Mandatory for Proposals to Stop Last-Minute Submissions

Pune, 6th May 2026: The Pune Municipal Corporation (PMC) has introduced new guidelines making prior approval mandatory for all proposals, in a move aimed at curbing last-minute submissions in general body and committee meetings and improving transparency in decision-making.

According to officials, proposals often used to be placed on the agenda at the eleventh hour without complete details, particularly in tender-related matters. This frequently led to confusion during discussions and made it difficult for members to examine issues in depth.

Under the new system, all departments will be required to submit proposals to the additional commissioners at least one day before the scheduled meeting. This is intended to ensure adequate time for scrutiny, verification of details, and preparation of agenda notes.

Civic officials noted that several development-related proposals were earlier being tabled without proper advance notice, resulting in decisions being taken without sufficient examination. In some cases, such approvals were later found to be inconsistent with existing civic policies or government rules, and had also led to financial implications for the corporation.

The issue had become more evident after the resumption of standing committee and subject committee meetings, where officials were often unable to provide clear responses to queries raised by members. In some instances, this resulted in proposals being withdrawn from the agenda.

As per the revised instructions, proposals not submitted in advance will not be included in the meeting agenda. Only in exceptional and urgent cases will last-minute proposals be considered, and that too with prior discussion and written approval from the additional commissioners.

All department heads have been directed to strictly adhere to the new norms. Officials said the measure is expected to improve accountability, ensure better preparation, and streamline the decision-making process within the civic body.
