Pune: Residents Approach NHRC Over Alleged Public Nuisance by Bar Near NIBM Housing Society

Mohammadwadi, 28th May 2026: Residents of Elina Living Society and nearby residential complexes at NIBM Annexe Road, Mohammadwadi, have approached the National Human Rights Commission (NHRC) seeking immediate action against the operation of “Highland Bar,” alleging serious disturbance to public safety, women’s security, and residential peace in the area.

According to documents submitted to the NHRC, the complaint has been registered under diary number 61143/CR/2026. The residents have also marked copies of the complaint to the State Excise Department, Pune Police, District Collector, and Maharashtra State Human Rights Commission.

The complaint alleges that the bar, located near the entrance of Elina Living Society and close to Cloud 9 and Nine Hills residential projects, has become a source of frequent late-night nuisance, noise pollution, illegal parking, and public intoxication.

Residents have claimed that intoxicated groups often gather outside residential premises, leading to shouting, abusive language, altercations, and disturbances extending beyond midnight. The complaint further states that women and senior citizens in the locality feel unsafe due to alleged indecent behaviour and harassment by some visitors to the establishment.

The representation submitted to authorities also raises concerns regarding loud music beyond permissible hours, obstruction of society entry and exit points due to vehicle parking, public urination, littering, and unhygienic conditions around the residential zone.

The residents have requested authorities to conduct an immediate inspection into the functioning of the establishment, verify all licenses and permissions, take action against alleged violations, and consider suspension or cancellation of operational permissions if irregularities are found.

Speaking on behalf of residents, social activist and BJP member Jaymala Dhankikar said: “This is not just about one bar. It is about the safety, dignity and peaceful living of hundreds of families, women, children and senior citizens residing in the area. Residents have repeatedly raised concerns, but the problems continue every night. We approached the NHRC because people are mentally disturbed and fearful due to the constant nuisance and unsafe atmosphere near their homes.”

She further added: “We are requesting the authorities to conduct a proper inquiry, verify all permissions and ensure that residential areas are protected from activities that disturb public peace and safety. The administration must prioritise citizens’ right to peaceful living.”
