CQRA Becomes India’s First NABCB-Accredited Inspection & Certification Body for Sector 35 for construction
Pune, 29th June 2026: Pune based Construction Quality Rating Agency (CQRA) has become India’s first inspection and certification body to receive National Accreditation Board for Certification Bodies (NABCB) accreditation for Sector 35 – Quantity Surveying and Billing Audits for construction projects. NABCB is a constituent board of the Quality Council of India (QCI) with recognition across the Asia-Pacific region.
NABCB has also renewed CQRA’s ‘Type A’ Inspection Body accreditation under ISO/IEC 17020 until 2030 and expanded its accreditation scope by adding Sectors 17, 18 and 19, in addition to Sector 28 (Building Construction). With over 400 qualified assessors across the country, CQRA has now become India’s largest ‘Type A’ accredited inspection body for the construction sector.
Founded in 2004, CQRA was established to bring objectivity, transparency and scientific assessment to construction quality through independent inspections and ratings. Over the past two decades, the organization has served more than 1500+ projects, including industrial, residential and commercial complexes along with infrastructure projects across India.
Speaking on the achievement, Ujwal Kunte, Managing Director, CQRA, said, “Receiving India’s first NABCB accreditation for Sector 35 is a significant milestone not only for CQRA but also for the construction industry. Independent verification of quantities, material consumption and billing can substantially reduce project cost leakages, improve transparency and strengthen confidence among project owners, developers and financial institutions. This expanded accreditation reinforces our commitment to making construction quality measurable, objective and accountable.”
The accreditation comes at a time when India’s construction sector continues to face significant cost overruns. Industry studies indicate that monitored infrastructure projects record average cost overruns of 18-19 per cent, while 41.6 per cent of projects are delayed. Material price escalation is identified by 67 per cent of industry professionals as the leading cause of overruns. With central sector projects worth over ₹42.78 Lakh Crore under monitoring, the need for independent verification of project execution and billing has become increasingly critical.
To address these challenges, CQRA has introduced its Construction Cost-Leakage Assurance framework, an independent verification system covering the entire journey from Bill of Quantities (BOQ) to the Final Bill. The framework includes quantity verification, verification of extra and deviated items, material reconciliation, inventory verification and store inspections, helping project owners prevent overbilling, minimize material losses and improve commercial governance.
Apart from building construction under Sector 28, CQRA’s expanded accreditation now covers Sector 17 (Basic Metals and Fabricated Metal Products), Sector 18 (Machinery and Mechanical Engineering Products) and Sector 19 (Electrical and Electronic Products), enabling the organisation to offer internationally accepted inspection services across a broader range of industrial and engineering projects.
