Pune: NCP Leader Rohan Survase Patil Demands Cancellation of Revenue Staff Transfer Orders, Warns of Agitation

Pune, 30th June 2026: Nationalist Congress Party (NCP) leader Rohan Survase Patil has demanded the complete cancellation of transfer orders issued for revenue department employees in Pune district, alleging that the transfers were carried out in violation of Election Commission guidelines and without following a transparent process.

In a representation submitted to Maharashtra Chief Minister Devendra Fadnavis, Deputy Chief Minister and Pune Guardian Minister Sunetra Ajit Pawar, Revenue Minister Chandrashekhar Bawankule, and the Election Commission, Survase Patil urged the government not merely to suspend the transfer orders but to revoke them entirely.

According to Survase Patil, the Election Commission has directed that officers and employees engaged in election-related duties should not be transferred during the ongoing Special Summary Revision (SSR) of electoral rolls and preparations for the upcoming Census. Despite these instructions, transfers of talathis, revenue assistants, senior clerks, and circle officers were carried out in Pune district.

Although the Pune District Collector has temporarily stayed the implementation of the transfer orders, Survase Patil argued that the transfers should be cancelled altogether as they were allegedly executed without adhering to prescribed norms and lacked transparency.

He further demanded that whenever transfers are undertaken in the future, the state government should implement an online, transparent, and merit-based transfer process in accordance with its policy.

Referring to his memorandum, Survase Patil said that revenue officials, including talathis, circle officers, and other staff, are currently engaged in the Special Summary Revision of electoral rolls. Preparatory work for the Census is also underway, making it inappropriate to transfer employees involved in these crucial administrative exercises.

He alleged that several transfers were made by bypassing established rules and procedures. While the District Collector has ordered that the transfers remain on hold until the completion of election-related work, Survase Patil maintained that merely suspending the orders is insufficient and that they should be withdrawn completely.

He also pointed to what he described as contradictory actions by the district administration. According to him, the Revenue Branch of the Pune District Collectorate had earlier issued a circular stating that no transferred employee should be relieved until further orders. However, he claimed that District Collector Jitendra Dudi later issued transfer orders, creating confusion over the administration’s stand.

Survase Patil warned that the large-scale transfers could disrupt the ongoing electoral roll revision and Census preparations while also creating administrative confusion within the revenue department.

“If these transfer orders are not cancelled, we will launch a strong agitation outside the Pune District Collector’s office,” Survase Patil said.
He reiterated his demand that the current transfer orders be cancelled and that all future transfers be conducted through a transparent online system that complies with government norms and merit-based criteria.
