Tenants Face Long Wait As 6,500 Leave And Licence Agreements Remain Pending Across Pune, Pimpri Chinchwad; Documents Stuck At Sub-Registrar Offices
Pune, 14th September 2026: While the process of executing an online Leave and Licence agreement for renting a house in Pune has become easier, citizens are now facing long waits to get the agreements registered.
Around 6,500 Leave and Licence documents are reportedly pending at sub-registrar offices across Pune and Pimpri Chinchwad. The Association of Service Providers has also alleged that it has received complaints of people being asked to pay money to get their documents registered faster.
Pune attracts students, IT professionals and competitive exam aspirants from across the country, resulting in a large population living in rented accommodation. For such residents, a registered Leave and Licence agreement is not merely a contract between a landlord and tenant but also serves as an important proof of residence. It is required for purposes including RTE admissions, opening bank accounts, vehicle purchases, passport applications, marriage registration, gas connections and admission to housing societies. It is also required for GST registration and various licences for commercial premises.
The association said the situation has worsened after the Home Department directed police to take action against landlords and tenants who have not completed police verification. With police action prompting more people to formalise their tenancy agreements, the backlog at registration offices has left citizens caught between the two.
A delegation of the association recently met Pune division Deputy Inspector General Abhay Singh Mohite and raised the issue. Association president Sachin Shingvi said officials had assured them that efforts would be made to clear the pending work within a week and provide additional facilities for citizens.
The volume of online Leave and Licence registrations has increased significantly following the implementation of provisions under the rent control law. However, despite facilities for online applications and payment of stamp duty and registration fees, delays at sub-registrar offices have added to the difficulties faced by citizens.
Online documents are accepted through Sub-Registrar Offices 1 to 27 in Pune and Pimpri Chinchwad, as well as Haveli No. 28 at the new administrative building. After applicants submit documents and pay the applicable stamp duty and registration fees online, the documents are processed for registration.
The association said 10 to 15 offices have a backlog of around 1,500 documents each, contributing to the overall pending figure of around 6,500.
