Another Shake-Up in PMC: Pune Municipal Commissioner Reassigns Key Departments
Pune, 21st November 2025: In yet another administrative shake-up, Pune Municipal Commissioner Naval Kishore Ram has once again altered the work allocation of Deputy Commissioners. The latest reshuffle marks the second major change in just two weeks.
As per the new orders, the Solid Waste Management Department has been taken away from Deputy Commissioner Sandeep Kadam and assigned to Deputy Commissioner Avinash Sakpal. Kadam has now been moved to head the Motor Vehicle Department. Additionally, the Environment Department—which was previously with Sakpal—has been handed over to Deputy Commissioner Kishori Shinde. Shinde will also hold charge of Deputy Commissioner (Special), the Printing Press, and the Medical College.
Sakpal himself was recently shifted from the Tax Collection and Taxation Department, where Deputy Commissioner Ravi Pawar was appointed in his place.
The frequent restructuring of portfolios has raised eyebrows within the PMC. Officials say they are unsure what purpose these repeated reshuffles serve, especially when they take place in quick succession without clear explanations.
According to insiders, the last round of transfers—ordered just 15 days ago—had already sparked quiet discussions within the administration, with claims that Deputy Commissioners from the state government cadre were given favourable assignments.
In that round of transfers, all officers except Sandeep Kadam were moved. With Kadam now being shifted abruptly as well, officials say confusion and anxiety have deepened among the ranks.
