Degrees Before Convocation? Maharashtra Govt Plans Early Issuance of Certificates

Pune, 24th April 2026: In a move aimed at reducing delays faced by students, the Maharashtra government is working on a policy to allow universities to issue degree certificates before holding their convocation ceremonies. The initiative, pushed by Higher and Technical Education Minister Chandrakant Patil, seeks to ensure that students receive their academic credentials on time, particularly when convocations are delayed.

Traditionally, universities award degrees during convocation ceremonies, which are often scheduled months after results are declared. This gap has led to recurring concerns, as students are unable to present official proof of graduation while applying for jobs or higher education opportunities. The proposed change aims to decouple certificate distribution from these ceremonial events.

Officials in the state’s Higher and Technical Education Department have begun discussions to formalise the policy. According to Shailendra Deolankar, the proposal is currently under review in line with ministerial directions, and relevant provisions under existing university laws are being examined before implementation.

A key aspect of the reform is the increased use of digital platforms such as DigiLocker. The government is assessing the extent to which universities have adopted such systems, with an emphasis on enabling students to access verified digital certificates without procedural delays. The move is expected to streamline administrative processes and reduce dependency on physical distribution.

While the proposal has been largely welcomed for prioritising student convenience, it has also sparked debate within academic circles.

Education experts, including Bhushan Patwardhan, have pointed out that convocations hold symbolic value, as degrees are formally conferred during these ceremonies. They have suggested that any policy shift should carefully balance efficiency with academic tradition.
The state government is likely to take a final decision soon. If implemented, the policy could significantly change how universities across Maharashtra manage degree certification, with a stronger focus on timely access and digital governance while retaining the ceremonial importance of convocations.
