Former Pune PF Commissioner Amit Vashist Awarded PhD by National Law University Delhi
Pune, 1st September 2026: Former Regional Provident Fund Commissioner (RPFC), Pune, Amit Vashist has been awarded a PhD by the National Law University Delhi for his research on the changing principles governing the burden of proof in Indian law.
Vashist’s doctoral research, titled “Presumption of Innocence and Reverse Onus: A Critical Appraisal of the Changing Scales of Burden of Proof in India,” examines the legal principle of presumption of innocence and the circumstances in which the burden of proof may shift to the accused.
The PhD degree was conferred by Justice B.V. Nagarathna of the Supreme Court of India during the university’s convocation held in New Delhi on August 29, 2026.
Vashist served as the Regional Provident Fund Commissioner in Pune from July 2021 to April 2026. He is currently serving as Additional Central Provident Fund Commissioner in Delhi.
During his tenure in Pune, Vashist passed several significant orders involving employees and workers seeking coverage under the Employees’ Provident Funds and Miscellaneous Provisions Act.
Orders involving workers and PF benefits
One of the notable cases involved Armed Forces Medical College (AFMC), Pune, where an order was issued directing the institution to enrol around 100 mess workers who had reportedly been working there for several decades and provide them provident fund benefits.
In another significant matter involving Zilla Parishad Pune, an order was issued directing the enrolment of various categories of Anganwadi workers for provident fund benefits. The proceedings also involved directions concerning payment of around Rs 1,100 crore in provident fund dues by the state government.
Vashist also issued an order involving the Postmaster General, Pune, concerning provident fund payments for employees engaged as casual workers by the postal department. The case involved PF dues of approximately Rs 11 crore.
His tenure in Pune was marked by proceedings involving the extension of statutory social-security benefits to categories of workers whose employment status and eligibility for provident fund coverage had been contested.
His academic work on the presumption of innocence and reverse burden of proof comes against the backdrop of his professional experience in dealing with statutory compliance, adjudication and disputes concerning social-security legislation.
The award of the PhD adds an academic dimension to Vashist’s career in public administration and labour and social-security enforcement.
