HSRP: Pune Vehicle Owners Struggle to Apply for High-Security Registration Plates Due to Website Glitches

Pune, 13th March 2025: Several Pune residents are struggling to book appointments online for high-security registration plates (HSRP) due to persistent technical glitches on the official website www.mhhsrp.com. Frustrated applicants report repeated failures in data retrieval and payment processing while trying to register their vehicles.
A resident of Hadapsar, spent his entire Sunday attempting to complete the process for his two-wheeler but faced continuous errors. “Each time I entered my vehicle details, an error message appeared stating that the system couldn’t fetch data from the Vahan portal. No matter how many times I tried, I couldn’t get past the first page,” he said.
Similarly, another applicant recounted his experience. “I managed to complete most of the steps, but when I reached the payment stage, the transaction failed. I had to start over multiple times,” he shared.
According to data from the Pune Regional Transport Office (RTO), only 32,388 vehicles have had their HSRPs installed so far, despite 1.44 lakh vehicle owners successfully securing appointments. However, this is just a fraction of the 25 lakh vehicles in Pune that are required to switch to high-security plates.
A resident of Kothrud said he struggled for three days before finally securing an appointment for April 3. “The website was often unresponsive. I kept refreshing, but it was a frustrating experience,” he said.
Efforts to reach Maharashtra Transport Commissioner Vivek Bhimanwar for clarification were unsuccessful. However, Pune Deputy RTO Swapnil Bhosle stated that authorities were aware of the complaints. “We are in constant communication with Rosemerta Digital Services, the company responsible for HSRP installations in Pune. We have asked them to address these technical issues and increase the number of centers for smoother processing. As of now, we have received no information regarding an extension of the deadline,” Bhosle said.
Speaking on behalf of Rosemerta Digital Services, senior official Shripad Jangam acknowledged the problems and provided some insights into the errors users were facing. “The error message stating that vehicle data couldn’t be retrieved typically occurs when the Vahan portal does not have updated details of the vehicle. However, server-related issues could also be causing disruptions. We advise users to double-check the accuracy of their engine and chassis numbers while entering details. We are in the process of adding new centers, and many appointments have already been confirmed,” Jangam assured.
With the deadline approaching and thousands of vehicle owners still awaiting their HSRPs, applicants are urging authorities to streamline the online booking system and expand the availability of centers to prevent last-minute chaos. Many are also demanding an extension of the deadline to ensure compliance without technical barriers.
