IPRD conducts a one day workshop of film makers of Jharkhand at Soochana Bhawan
People will formulate the modalities of film development corporation: Mr. Awadhesh Pandey
In order to give the final form to film development corporation, modalities of its function and to promote film making in regional language, the IPRD Director Mr. Awadhesh Kumar Pandey called a workshop of film makers of Jharkhand to discuss 10 point agenda with the film makers. More than 40 participants participated in the workshop and gave their valuable suggestions.
In the workshop, people related with film making said that the state govt. should develop the policy keeping in view the culture, tourist places and local artists. The modalities of film development corporation, film city construction, award, grant and subsidy and its function was discussed at large with the professionals. It was suggested that the govt. should make the movie produced in Jharkhand tax free and make it mandatory for cinema halls to screen at least 1 show of a film produced in local language and local people in the theaters daily. Out of nearly 1100 shows a theater holds in a year, at least 200 shows should be given to local films. On this the Director Mr. Awadhesh Kumar Pandey said that a meeting will be held with UDD Secretary and the matter will be discussed.
. The film makers suggested that a film development corporation should be made and 5 member committee should be formed and their suggestion should be put before the department for consideration. The local and old films should be given priority in the film festivals of Jharkhand. Story based films should be considered for subsidy. They unanimously held that a sound basic infrastructure should be developed.
It was suggested that the closed theaters should be opened to screen local films and spread awareness among the people. Films made in local language should be promoted. Since film making has got the status of industry, the department should try to coordinate with bank and ensure loan to the film makers for making their films. Moreover, it was said that a branch of Censor Board should be opened in Ranchi to minimize the film makers troubles in getting their films certified. The govt. should take care of the interest of the artists and promote the new artists and plan on different levels to match the demand.
Under the short term plan, it was suggested to develop basic infrastructure, standard studios & labs, impart training to artists and technicians, financial assistance to films made in Jharkhand and give award to films. It was requested to prepare the database and create a positive ambience for film making.
Attracting the attention of the participants, Mr. Sriprakash said that the definition of local film makers should be done. The regional films should be codified. Who will be the right candidate to claim a subsidy/ grant- a resident of the state, a migrant professional or an immigrant who has come to shoot his movies in local language. Laying emphasis on capping, he said that the govt. should fix it. He also said that instead of big film festivals, the govt. should focus on quality film festivals.
Mr. Megnad suggested that 3 term plans should be made by the govt. namely short term plan, mid-term plan and long term plan. He also said that big cities should have community halls where people can screen their documentaries and films to reach maximum number of audience.
Mr. Sriprakash, Mr. Meghnad, Mr. Prabal Mahto, Mr. Anil Kr., Mr. Biju Toppo, Mr. Ashok Sharan, Mr. Jugal Kishor Mishra, Mr. Hosni Oroan, Mr. Vishnu Sahu, Mr. Madhusudan Ji, Mr. Rahul Shukla, Mr. Mansingh Manjhi, Mr. Brihdeshwar Mistry, Mr. Arvind Minz, Rajesh Kashera, Prof. Vinod Kumar, Mr. Pankaj Pathak, Mr. Shashi Singh, Mr. Anuj Kumar, Mr. Sanjay Lal, Mr. Sri Ram Dalton, Mr. Jitendra Narayan Singh, Mr. Ramesh Hansda, Mr. Uma Shankar Jha and many other people were present in the workshop and suggested some measures to be taken by the govt. to make the film development corporation.
