Joining Armed Forces Medical Services? Candidates Required to Execute Rs 56 Lakh Bond

Pune, 27th July 2023: The Government of India has introduced a bond requirement of Rs 56 lakh for PG medical admissions for the session 2023-24. As per the new policy, candidates who are unwilling to join the Armed Forces Medical Services (AFMS) upon completion of the course must execute the bond during admission.

Civilian candidates seeking to serve in the AFMS, subject to meeting the eligibility criteria, will be considered as Priority V for PG seats. The main objective of offering PG seats to civilian candidates as Priority V is to address the specialist requirement of the Armed Forces Medical Services. These candidates will be required to submit a bond agreement, committing to pay the specified amount sanctioned by the Government of India if they choose not to join AFMS after being offered a commission. Additionally, they must meet the medical fitness standards required for commission in the AFMS at the time of admission.

However, certain AFMS officers are not eligible to be considered as Priority V candidates, including those who have resigned their commission, been dismissed, removed from service, not completed their initial contractual service, or been removed from the PG course on disciplinary grounds while in service as SSC officers. Although they may fulfill the age criteria, they will not be considered for civilian seat allocation.

The bulletin clarifies that all Priority V (civilian) candidates, upon selection, are required to execute a bond agreement to serve as Short Service Commissioned (SSC) Officers for 5 years with the AFMS. Failure to do so before crossing 35 years of age as of December 31, 2026, will render the candidate ineligible for commission in the Armed Forces and subject to Non-Service Liability (NSL), with a liability to pay the bond money to the Government of India as applicable.

Civilian students joining AFMS institutions for the Postgraduate Degree (MD/MS) course will be required to execute a bond of Rs. 56 lakhs, as mandated by the Government of India, Ministry of Defence letter No.17436/DGAFMS/DG-1D/334/21/D(Med) dated 15th Mar 2021.

The bond must be executed on a Rs.500/- non-judicial stamp paper, registered or notarized with the office of the sub-registrar, and submitted on the day of admission. The expenses related to the registration of the Bond Agreement are to be borne by the respective candidate. Specific conditions under which civilian candidates are ineligible to join the AFMS as SSC Officers are laid down in the Surety Bond, which will be executed during admission, as stated by the AFMS.
