Living Will Registration in Maharashtra: New Rules, Rs 1,000 Fee, Digital Portal Launched
Pune, 25th April 2026: The Maharashtra government has introduced a clear framework to help citizens formally record and safeguard their “living wills” — documents that outline a person’s wishes regarding medical treatment during serious illness or at the end of life.
According to new guidelines issued by the Urban Development Department, municipal commissioners in corporations and chief officers in municipal councils and nagar panchayats will act as official custodians of these documents. The move follows directions from the Supreme Court and various High Courts to ensure such legal documents are securely maintained and easily accessible when required.
To streamline the process, the state has launched a dedicated digital platform. Citizens can register their living wills either online or offline.
For online registration, applicants must upload their document on the MahaULB portal and book an appointment with the designated custodian. Within seven days, they will be called for physical verification, after which a signed and stamped copy will be issued.
For offline registration, citizens can visit the concerned municipal office and submit two copies of a notarised affidavit. One copy will be uploaded by officials, while the other will be returned to the applicant after verification and authentication.
A fee of ₹1,000 has been fixed for registration.
The government has also outlined a process for cancellation. If a citizen wishes to revoke the living will, they must submit the original document to the custodian, who will mark it as cancelled and remove it from the system.
With this decision, the state aims to ensure that citizens’ medical treatment preferences are legally recorded, securely stored, and respected during critical situations.
